LORRAINE GREEN RECEIVES THE DIRECTORS AWARD FOR DISTINGUISHED FEDERAL SERVICE

Washington, D.C. -- OPM Deputy Director Lorraine Green today received the Directors Award for Distinguished Federal Service for her superb and distinguished leadership at the Office of Personnel Management.

OPM Director Jim King made the presentation saying, Lorraine has worked with me for the past four years when OPM was in a period of profound change. Her leadership was instrumental in helping President Clinton to create a government that works better and costs less.

Ms. Green, who is leaving the agency in mid-January to become Vice President for Human Resources at Amtrak, was nominated to the OPM Deputy Director post by President Clinton in 1993 and confirmed by the Senate. In this post she played a significant role in the comprehensive human resource management system for the federal government, including one of the worlds largest pension programs, the Civil Service Retirement System and one of the nations largest health and insurance programs.

In accepting her resignation, President Clinton said, I want to thank you for your 32 years of outstanding service to the American people. You have carried out demanding responsibilities with skill, judgment, and an unwavering commitment to excellence, and you can look back with pride on a career devoted to public service and the betterment of the Office of the Presidency.

Prior to her appointment at OPM, Ms. Green served as the Director of the D.C. Office of Personnel where she was the principal advisor to the Mayor on all aspects of Human Resource Management. In that position, she has been credited with establishing and implementing the Annual Leave Bank, family friendly initiatives, developing and implementing a comprehensive Employee Assistance Program, and initiated the automation of the Districts personnel system.

Ms. Green has received numerous awards and citations for her outstanding work and is a member of several professional and civic organizations, including the Local Government Personnel Association, the National Association of State Personnel Executives, and the National Forum for Black Public Administrators.

She is a native Washingtonian and a graduate of the D.C. Public Schools. She attended Howard University.
