OPM Director Expands E-Gov Team
New Hires Add Capacity to OPM’s Increased Role


Washington, D.C. -- U.S. Office of Personnel Management Director Kay Coles James expanded the capacity of the agency’s e-government management team with the naming of three individuals who will hold prominent roles in the fields of information technology, payroll systems, and information/data transfer.

“OPM has the honor and opportunity to provide President Bush with the assistance necessary to implement his e-government agenda which will fundamentally transform the business processes of government,” James said. “To ensure success with OPM’s expanding role, we have looked outside and inside government for the expertise needed, and I believe we have found some of the best.”

Norman Enger has been selected by James to help lead the effort of the five e-government initiatives the Office of Management and Budget has designated OPM as the managing partner. When complete, the five initiatives will create economies-of-scale to get e-training services to employees at a reduced cost; automate the agency-to-agency exchange of employee personnel records; improve and enhance the government recruitment process; automate the security clearance process; and, consolidate and standardize the government’s HR and payroll policies. The five initiatives are consistent with the President’s Management Agenda.

Enger has extensive experience in the information systems industry and managed organizations responsible for delivering quality information technology services and solutions to commercial and government clients. Most recently, he was Vice President of Computer Associates International, Inc., the world’s fourth-largest software firm, where he was responsible for developing business strategies and managing the delivery of professional services and products to major commercial and federal e-business clients.

Dr. Sandra E. Gibbs will direct OPM’s Enterprise Human Resources Integration Initiative. This efficiency initiative will ultimately lead to cross-agency access to human resources data on all federal employees. Gibbs, with more than 17 years of experience withsoftware and hardware interface design, also will serve as the senior project director. Prior to joining OPM, Gibbs was an executive consultant for IBM where she created new methodologies, established alignments with federal agencies and managed federal consulting engagements.

The third person, Janet Dubbert will serve as Project Manager for the Administration’s e-HR/Payroll initiative. In this capacity, Dubbert will work to modernize the federal payroll system, which includes the development of a business case and schedule for the integration and consolidation of the systems provided by 14 major providers of HR and payroll services. She joins OPM after a successful stint at the Federal Energy Regulatory Commission, where she was the Director of Management, Administrative and Payroll Support. During her tenure at the commission, Dubbert led a team that integrated human resources and financial and purchasing systems, and which reduced costs by more than $5 million annually.

The recruitment and hiring of these three experts from the public and private sector is merely the leading edge of a much broader recruitment strategy designed to provide OPM and other agencies with the personnel and capacity necessary to achieve the Administration’s e-government agenda.
