For the first year, the Hattie H. Brown Integrity Award will be presented to her family, along with an employee of the FHWA. The remaining two categories, the A. D. Gaither Leadership Award and the Civil Rights Quality Award will be presented to deserving recipients at the discretion of the Associate Administrator for Civil Rights.
