Success Stories: DHS Best Unit Arrests One of Mexico's Most Wanted

Situation   Action
  • A Mexican gang has members who impersonate Mexican federal judicial agents, kidnap people for multiple ransoms, and often resort to mutilation of the victims in order to receive the ransoms
  • The Border Patrol Sector Liaison Unit works with the Mexican agency Procuraduría General de la Republica (PGR) to identify key leaders of the gang
 
  • Border Patrol agents receive a tip that one of the Mexican gang’s leaders is in El Paso, TX
  • Border Patrol informs the Border Patrol Intelligence Center who confirms the validity of the information
  • Border Enforcement Security Task force (BEST) unit made up of BP agents, ICE agents, & El Paso County Sheriff’s officers arrest man without incident
Result   Escalating Violence Along Southwest Border ..
  • June 15, 2007: BEST arrests Abel Diaz-Lucas, AKA: “Jorge Guevara-Perez” and “La Marrana”
  • Diaz-Lucas has been sought by Mexico since April 2002 and is one of Mexico’s top ten most wanted
  • Border Patrol will repatriate Diaz-Lucas to Mexico
  • Mexico’s Agencia Federal de Investigación (AFI) and the PGR will have Diaz-Lucas stand trial in Mexico in connection to his criminal activities
  In recent years dozens of U.S. citizens have been kidnapped … with more than two dozen cases still unresolved and new cases of kidnap for ransom continue to be reported. No one can be considered immune from kidnapping on the basis of occupation, nationality, or other factors.
