Director Kay Coles James Expands OPM Procurement Team

New Executives add Capacity for Changing OPM Role - Internal and External Management of Resources

Washington, D.C. - U.S. Office of Personnel Management (OPM) Director Kay Coles James today announced two new appointments of senior procurement executives to the agency's Division for Management and Chief Financial Officer. The appointments expand OPM's procurement capacity and reinforce agency strategy to meet increasing procurement challenges governmentwide and the increased interest in OPM assistance on issues related to HR and personnel system outsourcing

Corey M. Rindner will serve as OPM's key procurement officer, restructuring OPM's procurement environment, reviewing the agency's procurement policy, and managing internal competitive sourcing. As a member of the federal government's prestigious Senior Executive Service, he was most recently the senior procurement manager for the Department of the Treasury where he increased competition, performance-based contracting, competitive sourcing and electronic commerce. Rindner is former vice president of contracts for Hughes Information Technology Systems and Raytheon, director of contract administration for DynCorp, and early in his career served as a contracting specialist for the Navy as well as the U.S. Army Corps of Engineers. 

Kay Thayer Ely, the second appointee, will focus externally, advising on competitive sourcing policy and its impact on the federal work force. Additionally, Ely will manage all procurements for OPM's e-Government initiatives outlined in the President's Management Agenda. Ely formerly served in the Office of Management and Budget (OMB) as senior executive in the Office of Federal Procurement Policy and as a procurement manager in the Department of Veterans Affairs. Ely comes to OPM from Acquisition Solutions, Inc., where she served as the senior acquisition and strategic initiative consultant to federal clients.  Her work experience also includes serving as Chief of the Automation Support Services at the Internal Revenue Service and as a contract specialist in the Office of the Secretary of the Army.

These appointments are particularly crucial because of the changing nature of procurement in the federal government and how it impacts the federal work force and the strategic management of human capital outlined in the President's Management Agenda. 

The recruitment and hiring of these two experts from the public and private sector is merely the leading edge of a much broader recruitment strategy designed to provide OPM and other agencies with the personnel and capacity necessary to support the administration's strategic management of human capital and successful management of the administration's e-government agenda.
