转基因(genetically modified, GM)作物第一次出现在市场是在上世纪90年代中期,并被认为具有光明的前景。因为它具有抵抗病虫害和除草剂的特性而深受农民的爱戴,在世纪之交的时候,上百万亩的土地上种植了这种作物。国际农业生物科技应用推广协会(ISAAA),一个推广农业科技的国际性非盈利组织,报道说现在有17个国家的825万农民种植了约2亿亩转基因作物。全球最大的5个农业国--美国、阿根廷、加拿大、巴西和中国--种植了全球96%的GM作物,其中美国就占了一半以上。
然而这些令人振奋的数字只反映了一个侧面。与提倡GM种植一样值得关注的是持续不断的反对GM种植的呼声。尽管GM支持者坚称GM种植技术提高了作物产量、降低了农药使用量以及可在贫瘠的土地上种植出高营养粮食作物。但是反对者仍然质疑这种通过基因拼接生物技术生产的GM食物的安全性,因为目前的试验方法还无法知道GM是否会给消费者的健康带来危害。同时,反对者也担心由少数几个跨国公司提供种子的GM作物种植面积的扩大会加速种子供应的单一性,威胁当地本地作物的纯度,因为这些GM作物品种会和当地作物杂交。
反对呼声高涨
反对者的意见产生了深远的影响。2004年4月,因为英国消费者的抗议,Novartis Seeds,Aventis CropScience和Bayer
CropScience等生物技术公司放弃了在英国的GM试验田。在5月,Monsanto也放弃了耗资上亿元研究和培育的抗除草剂小麦新品种。新产品被放弃的部分原因是来自欧洲和日本的联合抵制。根据美国农业经济研究部(USDA/ERS)的统计数据显示,欧洲和日本从美国购买的小麦占美国小麦出口的45%。2004年11月,世界最大的农业化学公司,总部在瑞士的Syngenta公司也由于公众的抵制而将GM作物实验田从欧洲迁到了美国。

Lean说,欧洲对GM作物种植问题噤若寒蝉,仅西班牙种植少量的商业GM作物。欧盟去年发放了一笔6年的贷款用于GM食物研究,但还没有新的作物被授权进入市场。欧盟比较青睐科技,希望能够进口更多的GM作物,但是有许多国家反对这种做法,尤其以奥地利、法国、葡萄牙、希腊、丹麦和卢森堡等国表现得更为强烈。"至于欧洲对种植GM的态度,公众极力反对、科学界欢迎,而政府则处于中立。"Lean说道。
在发展中国家,关于GM作物的种植也存在严重分歧,尽管证据显示他们会从这种农业技术中获得最大的利益。有人因为担心引进GM种子会威胁当地传统作物的纯度,从而危害粮食出口市场,因而抗拒GM种植技术。
同时,大量的"无GM区域"在全球涌现,这些地区禁止所有的转基因生物(包括鱼类、其它动物和用于制药的农作物)。加州"无基因工程农业"民间团体的主任Renata
Brillinger说,美国有三个这样的区域,全部在加利福尼亚州。欧洲有超过3000个这样的区域,还有加拿大、澳大利亚和菲律宾国家的一些地方,
GM作物在大众心目中声誉不佳,部分原因是因为GM作物的开发过程让他们听起来感到恐慌。生物技术允许科学家重新组合种类完全不相干的植物、微生物和动物。这是怎么做到的?有几种方法,一种是细菌和病毒,因为它们能穿透细胞作为载体携带基因直接到达植物细胞基因组。另一种方法是包被有基因的微小粒子快速被注入到细胞内释放基因。还有一些方法是电击让细胞膜变得不稳定,从而使携带的基因可以穿透进入细胞。这些和一些其它的方法可以使科学家绕开细胞为保护自身免受外源性DNA影响而具备的天然屏障。
因此,来自细菌的基因就能进入到植物中,或者像一个例子所提到的,鱼的基因也可以进入到西红柿里。Monsanto公司已经研制出含有杀灭特定害虫的苏芸金杆菌(Bacillus
thuringiensis, Bt)基因的抗虫新品种作物。这种新品种能合成Bt毒素,这种蛋白对一些害虫致命而对人是安全的。加利福尼亚奥克兰DNA植物技术公司(现在已经歇业)负责将鱼的基因转移到西红柿中。将生活在寒冷环境中比目鱼的"抗寒冷基因"转移给西红柿,以帮助西红柿获得抵御寒冷的能力。这种鱼-西红柿(fish-tomato)既不能游,也不能像西红柿一样在市场出售。但是这却成了GM批评者经常提及的经典"转基因食物"。
品种减少
随着对GM作物反对呼声的提高,农业技术产业开发的GM作物品种显著降低。环保组织CSPI (Center for Science
in the Public Interest)在其2005年2月2号的一份报告中指出,美国四分之三的GM作物是在1995~1999年之间获联邦政府批准的。
CSPI生物技术项目主任Gregory Jaffe认为目前大多数的GM新品种都缺乏创新,只是对现有的GM品种中的基因进行循环应用。实际上今天所有的GM作物都是2000年之前就使用的四种作物(玉米、棉花、大豆、油菜籽)抗虫和杀虫剂的不同变种。
这些作物主要的销售对象是农民,他们是特定的购买群体。农民接受GM种植技术因为它可以节约他们的时间和投资。例如,一种名为Monsanto's
Roundup Ready 的作物能抵抗草甘膦除草剂。农民可以通过喷洒一种或两种广谱除草剂除草而同时又不伤害农作物。
受农业生物产业部分资助、非盈利性的Donald Danforth植物科学中心发言人Rob Rose说,转基因作物公司在最初的市场计划中很少考虑购买和食用GM食物的消费者,显然这是个错误。消费者开始反对时,这些公司往往措手不及。"甚至到现在反对之声日益高涨,他们仍然没有一个有效的消费者市场策略",Rose说道。
为了提升GM作物的公众形象,生物技术公司最近开始提出高营养、环境抵抗性强的概念以应对全球饥饿。但直到现在,仍没有一种所谓的第二代GM作物进入世界上任何一个市场。
内部人士认为第二代产品停滞不前主要原因是市场的不确定性。例如Monsanto正在开发低饱和脂肪酸及高含量-3脂肪酸的谷物来炼制烹饪油,这种油被认为具有保护心脏的作用。但是Monsanto公共事务主任Christopher
Horner承认这种作物离进入市场的时间还很遥远,。
大学和小型研究机构也从事二代GM作物的研究,但是他们缺少将产品推入市场的资源。例如,Danforth 中心已经开发了数种作物,其中包括富含维生素E的谷物和富含叶酸的蔬菜,其中叶酸能防止新生儿神经管缺陷以及降低成人肿瘤和心血管疾病。中心的科学家也已经开发了营养含量高的木薯,它是一种根茎植物,是全球几亿人的膳食淀粉。
在加州大学伯克利分校植物与微生物系的教师Peggy Lemaux和她的同事Bob Buchanan最近研制了一种GM小麦,可以使对小麦过敏的人食用更加安全。她和她的同事目前正对高粱进行研究,使它变得更加营养和富含热量。高粱是贫穷国家人们的主要食物。
"我希望能帮助别人",Lemaux说道。"我任职于赠地大学(land-grant university 注1),我们的使命是开发新品种去帮助农业生产者和消费者。如果我的工作是国家真正需要的,那也是我想做的。"
但是Lemaux和Danforth 中心的项目负责人Karel Schubert都承认尽管GM作物具有潜在的收益,但这类作物的商业价值非常有限。没有足够的资金支持,大学和研究中心无力资助将这些GM作物推入市场所必需的管理条例和专利评审。由于消费者对GM食品的反对呼声越来越高,公司和联邦政府缩减了对第二代作物的研究和开发资金,Lemaux补充道。
"大学开发了第二代作物,但是无疾而终"Lemaux说:"由于GM产品的前途渺茫,许多公司已停止资助这类基础研究。"她从美国国际发展处获得的研究基金已从三年缩减到了一年。
健康危险问题
尽管公众担心GM食品的安全性,但有些专家认为它对健康的危害几乎可以忽略。根据USDA/ERS发布的数据,美国种植的玉米、大豆有近45%和85%都是转基因食品。消费者正在食用这些食品,并没有任何明显健康影响,尽管有些人士认为需要更大的监测群来确定。

作为研究和发展的一部分,GM食品需要通过安全性的检测,特别是要确定它们不含可能导致食用者过敏的化合物。这是怎么进行的呢?我们来看看生物工艺学是如何工作的:科学家从一种物种里获得基因并将其整合到另一种物种的基因组中。而在这个转基因杂交物种中被改良的基因是设计用来合成一些蛋白,在理想状态下能起到如防止害虫或提高营养的作用。但是这些蛋白也有可能引起过敏症,事实上,大多数已知的过敏原是蛋白分子。
唯一确定转基因蛋白是否是过敏原的方法就是在大量人群中进行测试。但是,大规模人群检测是不切实际的,在道德规范上也行不通。因此,科学家借助一些替代试验来预测是否转基因蛋白会导致人类过敏反应。
自GM农作物问世以来,这些测试已经得到很大程度的发展。在20世纪90年代早期,科学家用从已知对(基因)改良植物基因过敏的人群获得血清来检测转基因蛋白。如果蛋白和一种称为IgE的血清抗体(该抗体在几乎所有的变态反应中起作用)起反应,它便被认为是一种过敏原。在1993年,科学家采用这种方法检测了含有巴西坚果基因的转基因大豆的过敏性。这种大豆由Pioneer培植(现已成为杜邦的下属公司),被用作增强营养的禽类饲料(巴西坚果富含蛋氨酸,一种大豆缺乏的必需氨基酸)。如果商品化,它可能会对处理饲料的农场工人构成严重的健康危险:巴西坚果对过敏者是致命的。在血清测试中,其转基因蛋白的检测结果为阳性,因此大豆在生长早期就被采摘并销毁了。
内布拉斯加州大学的食品过敏研究和资源项目主任Steve Taylor,在与Pioneer签约期间发现了大豆/巴西坚果的问题。他说,科学家应该密切注意到这一事件。现在,他补充到,公司通过避免从已知的过敏原中获得基因来减少类似问题引发的危险,90%的过敏原主要来自8种食品(蛋、牛奶、花生、坚果、鱼、贝壳类、大豆和小麦)。
Taylor说血清检测将仍是筛查已知过敏源基因的最好途径。但是因为没有人再使用从这些来源获得的基因,这种检测现在较少使用。作为替代,公司现在很大程度上依赖初始筛选来比较转基因蛋白和已知的过敏原的结构和特性。
其中一种方法是同源序列。科学家比较转基因蛋白的氨基酸序列和数据库中已知过敏原的氨基酸序列。如果该蛋白与一种或多种过敏原的相似性达到一定的程度,它将被标记用于今后的研究。已有几个数据库被整合以满足这个需求,其中一个是由食品过敏研究和资源项目开发的,它包括了将近1200种过敏原,其数据目前仍在不断扩充。

标签的尴尬:尽管研究显示消费者会避免购买标有GM标签的食物,但业内人士还是认为转基因食品标签还要经历很长时期才能保证消费者在消费这些食品时有充分的选择权。

另一个方法是利用大多数过敏原大而且能抵抗胃酸的原理,称为胃蛋白酶消化性化验,该试验将蛋白暴露于模拟的胃液中不同时间。大多数过敏原可存活1小时,而非过敏原在15-30秒内被降解。
如果这些初始筛查发现一种转基因蛋白可导致过敏,公司将使用血清检测作进一步确认。如果其仍有过敏性,那么很显然公司就要放弃进一步开发GM品种的努力。
农学家长期以来就知道种植传统植物会产生过敏性化合物。例如,中国醋栗,一种小的、有点苦的水果,在新西兰按照惯例经过改良来制成猕猴桃,在一些消费者中产生了过敏反应,尽管改良后的水果仍在农产品市场上受到欢迎。一个关键的问题是转基因蛋白是否比传统培植作物蛋白更容易引起过敏症。
经过10多年的检测和争论,科学家中逐渐形成统一的意见,认为GM作物不会比传统培植的作物更容易引起过敏症。美国国家科学院最近在其2004年报告《基因工程食品的安全:如何评估无意识的健康影响》(Safety of Genetically Engineered Foods: Approaches to Assessing Unintended Health Effects)中表达了这一观点,其陈述如下:"基因工程尚未显示出其内在的危险性。更确切地说,目前为止的证据表明任何技术包括基因工程,均有可能导致食物成分发生无意识的改变"。
美国的管理体系
美国管理机构关心的是,农业应用生物学公司需要证明,除了转基因蛋白,GM作物和其对应的传统作物含有同等的成分和营养状况。只要符合这个要求,该作物便视为与传统品种一样安全,产品便可以自由出售。美国环保局规定,含杀虫蛋白如Bt毒素的作物必须要通过测试,看其是否会引起过敏症。GM产品的其它特性的评估则以自愿为原则,向食品和药物管理局(FDA)咨询。FDA和公司代表讨论程序,公司向FDA公布数据并介绍检测方法和结果。FDA最近发布了一个测试指导的草案,鼓励公司在产品规划早期便与FDA咨询。
GM反对者一直认为与FDA的咨询应该是强制性的。但Jason Dietz,FDA食品安全和实用营养学中心的消费安全的一位官员说,从管理的角度来看,种植转基因作物的危险性还不足以实施强制检测。他补充说,在《联邦食品、药品与化妆品法案》中,根据安全性条款,公司对GM食品的健康负有责任。
Dietz说,对公司来说,确保他们遵守法案的最好方法是上市前向FDA咨询。他说:"据我们所知,所有打算在美国商品化的GM食品均通过了咨询程序"。
一个重要的、悬而未决的问题是现有的检测方法是否适用于第二代作物的检测。根据Taylor所言,目前发现作物的所有抗虫和除草剂特性,由于浓度仅处于微小水平,远低于可能产生过敏反应的水平。但在一些第二代品种中,GM的特性在较高水平上的表达改变了其食物的特征。
Taylor认为二代作物检测的不确定性使农业生物产业不愿进一步开拓市场,"因为植物成分显著的改变,其成分在较高水平表达的变化,第二代作物需要接受更加全面的安全性评估",他说,"关键一点是国际上对需要检测的内容没有统一,这种不确定性是相当大的,这引起了公司方面的顾虑。审批管理越不确定,消费者就越难以接受,安全性评估的不确定性导致了消费者的忧虑"。

标签
在许多国家,由于对GM食品的争议,增贴国际标签的呼声越来越高,目的是区分转基因和传统产品。由于管理机构认为,商业化的GM食品与传统农作物并没有本质上不同,因此美国的GM食品尚没有要求使用特定标签。但是,欧盟要求使用GM食品标签。澳大利亚、日本和新西兰及一些其它国家有的已建立了标签体系,有的正处于准备实施过程中。
GM标签是一个棘手的提案,美国公司宁可回避它。一些调查发现消费者不太愿意购买假如他们知道那是GM食品。加州Riverside大学的应用生物学家和遗传学者Alan
McHughen说,标签不仅威胁市场,还可能很难实施。除了少数例子,大多数美国的商品作物一旦到达供给商后就不再被分隔。因此,GM和传统生长的非有机作物在分配渠道中可能是被放在同一个集装箱里。
Alan McHughen说,我们所面临的问题是如何保证GM食品标签准确和可信,这不是件容易的事情。他说:"从农场、加工厂、仓库、运输到零售商,每一步都要监测和确认"。
非政府组织"地球之友"生物安全国际协调人Juan Lopez说,即使这样,因为食品销售正在日益全球化,加标签是有必要的。他强调,问题是如果没有一个完善的标签体系,GM产品会被送到那些不愿意接受GM产品的国家。
最近发生的一些瞩目事件,使人们对GM食品标签更加关注。在2004年末,Syngenta宣布它在前四年中偶然地将一种有争议的GM玉米投放到美国和欧洲市场。这种玉米就是已知的Bt10,与近似的称为Bt11的品种区别仅仅在一些核苷。但欧洲已批准Bt11,Bt10尚未经过评议,因此在欧洲销售是非法的。该事故未导致任何疾病,但许多人以这个事件为理由要求进一步严明标签制度。Syngenta的Bt10并没有完全收回:2005年初夏,日本的一个食物集装箱里也发现混有Bt10,另一艘装有Bt10的货船在爱尔兰被截留。
当Syngenta公司还在穷于应付Bt10事件时,联合国生物安全Cartagena公约(生物多样性公约补充条款)的119个签署国正在考虑起草一个有关对货船运输存活的改造生物体要求的文件,比如存活的GM作物,如种子(而不是碾碎的形式如面粉)。协议条款需要全体同意才能通过,但由于巴西和新西兰认为文书工作过于繁琐,且花费巨大,拒绝在文件中签名。在2005年6月3日Montr�al会议中,这一提议在最后一刻谈判时落败。(美国不是生物多样性公约的缔约成员国,因此不是Cartagena公约的缔约成员国)。Lopez说,这次失败意味着确保无GM作物装船证据的证明仍然由进口方负责。
他补充到,"这本应该是第一次达成全球GM作物鉴定体系的机会。不管如何,各国正在其本国及本地区致力实施鉴定和标签计划"。
前景
如今GM农业的前景似乎很难预测。它的成长速度不可否认--ISAAA的数据显示全球种植GM作物的面积在2004年增长了20%,并且没有减慢的迹象。但是大多数的这种增长只限于少数几个国家及少数几个品种。作为巨大的产业消费市场主体,由于受到市场的不确定性和环保组织的指责,新的第二代GM作物入市的步伐停滞不前。
让我们来看看金色大米的情形。金色大米是由Syngenta和一个非盈利研究组织领导开发的以造福人类为初衷的产品。金色大米可促进每日维生素A的摄入;根据美国儿童基金会的数据,每年近200万人由于维生素A缺乏而导致失明和死亡。然而,金色大米同样受到来自绿色和平组织的反对,他们认为其健康效应没有得到重视,金色大米与野生品种一起种植会污染野生品种,并且认为所有的这些努力只是为获得发展中国家接受GM作物的一个策略。德国Freiburg大学金色大米项目管理人员Jorge
Mayer在2005年4月2日出版的《新科学家》(New Scientist)杂志上反击说,绿色和平组织成员普遍反对金色大米,这阻碍了相关的研究以解答他们所提出的问题。"他们的做法是不合逻辑的"他说道。
那么什么才是正确的答案?很难有结论性的答案。生物技术公司认为GM技术可以帮助应对世界性的粮食不足,但是如何在发展中国家保护知识产权?尽管再三重复这个问题,但本文并不能提供一个清晰的答案。农民保存GM作物的种子来种植GM作物,但没有支付技术产权。GM作物公司已经开始起诉农民。Horner说,在美国,Monsanto有100多起这样的诉讼正在进行。是否发展中国家的农民也必须年复一年为GM种子付费?传统农业往往是依靠留存种子来继续种植,这对传统农业将会产生什么影响?
虽然这些问题仍没有解决,但研究显示GM技术可以产生重大的利益。Rutgers大学农业、食品和资源经济学教授Carl Pray最近根据他的研究,得出的结论认为中国Bt大米的种植减少了一半化学杀虫剂的使用。他的研究报告也指出,作物产量的增长和化学杀虫剂使用量的减少也为农民节约了开支。他的研究结果发表在2005年4月29日出版的《科学》(Science)杂志上。"我确信这种作物对中国的发展有积极的作用"Pray说。
一些种植GM的农民也有同感。如果GM农业如同现在所谈到的,未来最好的假设--也是最可能的结果--就是形成GM作物和非GM作物截然分成两条供应链。同时,围绕这个最热门的环境问题的争论也将会继续。
