Washington, D.C. - U.S. Office of Personnel Management (OPM) Director Linda M. Springer today called fiscal 2007 a breakthrough year for the Chief Human Capital Officers (CHCO) Council, as she released the Council's 2007 Annual Report to Congress.  The report details the Council's accomplishments, from hosting its first-ever summit on the future direction of Federal human capital management, to providing recommendations for developing a human capital-related communications strategy in the event of a pandemic influenza. 

"When we made structural and organizational changes to the CHCO Council in the previous fiscal year, we were determined it be more adaptable and responsive to the needs of Federal agencies and their workforces," said Springer.  "Through more activities and greater sharing of information in FY 2007, the Council succeeded in helping agencies shape more effective human capital practices."

New levels of engagement and collaboration between the six Council subcommittees and OPM resulted in several accomplishments. Typical of these are recommendations -- based on exercises conducted by several Federal agencies -- for human capital considerations during an emergency. Another one of the subcommittees provided recommendations to improve OPM's Catalogue of Leadership and Development.

The CHCOs also stepped up efforts to share information with Federal human resource managers by reaching out to leaders in their profession from private industry and academia, as well as from government.  Through the summit on future Federal human capital and several training academy sessions, the Council reached its goal of sharing and discussing cutting-edge practices on topics including return on investment for training, Senior Executive performance management, and telework.

The 25-member CHCO Council is chaired by the Director of the Office of Personnel Management and includes the Deputy Director for Management of the Office of Management and Budget (OMB), the CHCOs of the 15 Executive departments, and the CHCOs of additional agencies and the Small Agency Council, as designated by the OPM Director.  A full copy of the report can be viewed at www.chcoc.gov
