OPM Director Appoints Dr. Jacob Lozada as Special Assistant for Diversity


Washington, D.C. -- Dr. Jacob (Jake) Lozada has been selected by U.S. Office of Personnel Management Director Kay Coles James to serve as the human resource agency’s Special Advisor to the Director of OPM for Diversity Strategy.

The appointment of Lozada, whose portfolio includes military and volunteer service, as well as prominent posts in the public and private sectors, is significant as it continues the Bush Administration’s commitment to improving diversity in the federal government.

“I am extremely pleased to add Dr. Lozada to my team of distinguished public servants,” said James. “The respect Jake has earned through his professional commitments will go a long way toward advancing the goals of OPM’s diversity strategy government-wide, goals that are shared and being worked on by OPM. I am confident that his contributions will help fulfill the change in minority representation envisioned by President Bush.”

As a Special Advisor to the OPM Director, Lozada will work closely with representatives of the larger Hispanic community and make recommendations to James on initiatives designed to have a positive impact on employment and advancement opportunities for Latinos and other minorities across the government.

Lozada comes to OPM from the Department of Veterans Affairs, where he was the Assistant Secretary for Human Resources and Administration. In that capacity, he was responsible for human resources and diversity programs for the federal government’s second largest cabinet department.

Born in San Lorenzo, Puerto Rico, Lozada received a Reserve Officers Training Corps Commission as a Second Lieutenant. He earned a Ph.D. in education from Walden University. Lozada also has degrees in science and health administration.

Lozada is a member of the Administration’s Interagency Task Force on Hispanic Employment in the Federal Government and the Interagency Working Group for the White House Initiative on Asian-Americans and Pacific Islanders.

In addition to holding memberships in several professional organizations, Lozada has been an active participant in the Inter-American College of Physicians and Surgeons National Hispanic Youth Initiative, a program that motivates, prepares and encourages Hispanic high school students to pursue careers in the health sciences and biomedical research. He has earned recognition by Hispanic Business Magazine as one of the 100 Most Influential Hispanics and National Journal as a Washington Decision Maker.

Lozada has served as Principal with Booz-Allen & Hamilton and managing consultant with Electronic Data Systems. He is a Fellow of the American College of Healthcare Executives and Adjunct Assistant Professor of Medicine at The George Washington University School of Medicine and Health Sciences in Washington, D.C.
