Washington, D.C. -- Dr. Alan Keith Scotty Campbell, former Director of the U.S. Office of Personnel Management, will be remembered by friends, colleagues and lawmakers during a Memorial Tribute at the agency he led during a time of sweeping government reform and innovation.
The tribute to Dr. Campbell will be held at 3 p.m. on Wednesday, February 25, at:
Dr. Campbell, who died February 4 at the age of 74, was the driving force and principal architect of the Civil Service Reform Act of 1979. As an instrument of change, the Reform Act was the foundation for governmentwide improvements during President Jimmy Carters Administration and the precursor to current initiatives to make government a model employer and provider of outstanding service to the American public.
As Chairman of the Civil Service Commission from 1977 to 1979, he was a trusted advisor to President Carter who was determined to restore the publics diminished trust in government. Upon passage of the Reform Act and creation of the U.S. Office of Personnel Management, President Carter appointed the visionary Dr. Campbell to be the first Director of the new human resources agency.
Dr. Campbell left OPM in late 1980 to become Executive Vice President for Management and Public Affairs for ARAMARK Services. He retired from ARAMARK in 1990 .
He is survived by two children and six grandchildren.
