OPM Director Opens Briefing on Changes to Circular A-76

Washington, D.C. - During a briefing today at the U.S. Office of Personnel Management, Director Kay Coles James welcomed 30 union and employee groups to discuss the Office of Management and Budget's proposed revisions to Circular A-76, revisions intended to increase the effectiveness of the federal government's public-private competitions and result in better decisions for the American taxpayer.

"These are challenging times for our nation, and meeting these challenges is placing new demands on our government and changing the way we carry out our duties," said James. "You and the people you represent are critical to our success, which is why I remain so strongly committed to providing this forum for candid, ongoing dialogue. Even when our approaches or solutions differ, we share a common goal. We all want what is best for government employees and the American people they serve so well."

Following James' opening remarks, the OMB's Administrator of the Office of Federal Procurement Policy, Angela Styles, reiterated OMB's pledge to dramatically shorten the time to complete competitions and its intent to introduce a number of innovations to encourage better decisions.

"The OMB is seeking comments on A-76 from all sectors, so that the federal government is able to provide the best service to all of its customers -- namely the American people," said Styles. "We intend to create a level playing field for all."

In closing, James stated that she "appreciates the concerns and anxieties that arise whenever change comes up. For that reason, I want to allay any unnecessary concerns and make sure that you get information that is accurate and up to date. In addition to providing accurate information, I know how important it is to provide this information in an informal setting where labor organizations and employee associations can ask questions and share their views. An inclusive process will yield a better policy for Federal workers and for the American people they serve so well."
