CHCO Council Adopts Subcommittee Strategic Plans

Washington, D.C..- Members of the Chief Human Capital Officers Council, led by U.S. Office of Personnel Management Director Linda M. Springer, have approved an aggressive FY 2008 subcommittee strategic plan to address human capital challenges facing the Federal Government.  Last year, the CHCO Council adopted the very first version of the subcommittee mission statements and goals, and this year's plan builds on the successes achieved in FY 2007. 

"FY 2007 was a breakthrough year for the CHCO Council's six subcommittees as they accomplished activities that helped raise the profile of the Council and they provided recommendations for a variety of human capital initiatives to OPM," said Springer. "We fully expect the subcommittees to build on those successes in FY 2008."

The subcommittee plans call on the Chief Human Capital Officers, the deputies, and their staffs to work closely with OPM on a range of goals. These vary from developing and improving measures for Federal telework programs, to supporting innovative marketing and recruiting strategies, to working on enhancements in learning and development of employees.  In addition to specific goals, the driving force behind the subcommittee plans is fostering a partnership with OPM that identifies impediments to progress and highlights and shares best practices that foster results-oriented, performance based cultures.

Structural and organizational changes to the Council were initiated by Springer last year to enable the Council to respond more quickly to human capital needs. The result was the creation of the six subcommittees which include: Emergency Preparedness, Hiring and Succession Planning, Human Resources Line of Business, Human Resources Workforce, Learning and Development, and Performance Management.

In addition, the FY 2008 subcommittee plan also contains a list of accomplishments from the previous year, which include identifying, capturing, and sharing human capital practices; submitting recommendations to OPM for human capital initiatives to include in emergency preparedness table top exercises; providing input into a return on investment tool for measuring the impact of the Federal Career Day Job Fairs; working with OPM to develop, host, and co-sponsor a Human Capital Innovation and Transformation Summit; assisting in the development of a list of frequently asked questions for the Human Resource Line of Business initiative; and organizing CHCO Council Training Academy sessions on performance management and learning and development.
