National Revenue Center

The National Revenue Center (NRC) is vital to accomplishing the overall mission of the Alcohol and Tobacco Tax and Trade Bureau (TTB).  Located in Cincinnati, Ohio, the NRC is comprised of over 180 dedicated employees whose primary duties are to serve our customers with:

  • Permit and registration applications;
  • Filing and payment of taxes; and
  • Compliance with all applicable laws and regulations.

We are dedicated to excellence in all facets of our work.

OUR ORGANIZATION

Roger Bowling is the Director of the NRC.  The NRC is divided into Application Services, Tax Services, and Operations Services.  Organizationally, we are under the Office of Field Operations of TTB, and report to the Field Operations Assistant Administrator. We also have a number of on-site contractors who assist in support functions, which include data entry, paper imaging, and file maintenance.

APPLICATIONS SERVICES

As the first contact most new industry members have with TTB, NRC customers file applications to commence operations in a multitude of regulated activities. We screen applicants to ensure that only those who are qualified receive approval to conduct these activities.  Our employees conduct thorough investigations of applications and applicants upon initial entry into the industries, and help to explain all of the regulations and laws pertinent to new customers.  In addition, we also provide information and guidance to existing customers when they need to report updates on their information due to changes to their business operations.

In fiscal year (FY) 2005, we screened over 4,100 original applications to establish new operations in alcohol and tobacco related industries.  Our employees also processed over 12,000 amended applications filed by existing customers due to changes in their approved operations.

APPLICATION SERVICES BRANCHES

Brewery, Wholesaler, and Importer Applications Branch

Brewery/Wholesaler/Importer Applications Branch – Scott Cain, Chief

  • In FY 2005:

- Investigated and screened applications for:

    • 184 new breweries and
    • 2,349 new wholesalers/importers

- Processed amended applications for more than 24,000 existing approved customers.

(Spirits & Tobacco Applications Branch)

Spirits and Tobacco Applications Branch – Todd Moon, Chief

  • In FY 2005:
    - Investigated and screened applications for:
    • 80 new distilled spirits plants;
    • 246 new specially denatured alcohol users;
    • 85 new tax free alcohol users;
    • 166 new alcohol fuel plants;
    • 30 new tobacco manufacturers;
    • 7 new tobacco export warehouses; and
    • 257 new tobacco importers

- Processed amended applications for more than 10,000 existing approved customers

- Processed cover over payments to Puerto Rico and Virgin Islands

(Wine Applications Branch)

Wine Applications Branch – Donna Honaker, Chief

  • In FY 2005:

- Investigated and screened applications for 763 new wineries

- Processed amended applications for more than 4,800 existing bonded wine cellars and bonded wineries

TAX SERVICES

Tax Services – Kimberly Flesch, Deputy Director

The NRC provides assistance to customers with their filing of all required tax-related forms and payments. We seek to ensure that customers pay only the tax revenue due, and do so in a timely and efficient manner. Employees use their technical expertise to explain the requirements for excise taxes and special occupational taxes related to alcohol, tobacco, firearms, and ammunition. We seek out methods of assisting customers in paying the correct amount due and to returning any revenue owed to industry members.

In FY 2005, we collected over $14.7 billion due to the Federal government, and returned over $317 million in funds due to customers.

TAX SERVICES BRANCHES

(Excise Tax Branch)

Excise Tax Branch – Tony Heagney, Chief

  • In FY 2005:

- Collected over $14.1 billion in beer, spirits, tobacco, and firearms/ammunition excise taxes

- Processed claims for refund for overpayments by taxpayers in these commodities, as well as claims filed by manufacturers of non-beverage products

- Processed tax-free registration applications and technical advice letters related to firearms

Wine Excise Tax Branch – Barbara Klumpp, Acting Chief

  • In FY 2005:
    - Collected $566.8 million in wine excise taxes
    - Processed claims for refund for overpayments by wineries

(Collections Branch)

Collections Branch – Jackie Feinauer, Chief

  • Issues notice and demand letters
  • Oversees actions on installment payments, offers-in-compromise, bankruptcy notices, and enforced collections
  • Oversees application processing and excise tax collection and assistance for our largest customers through our Multi-Permit Group

Operations Services provides support for our critical mission objectives through computer/technology information services, document management, statistical releases, and numerous other functions.

Document Management Branch – Amy Noll, Chief

  • Maintains active customer files and coordinates retirement of old records
  • Receives, tracks, and distributes paperwork
  • Oversees contract employees charged with statistical data entry and document imaging
  • Develops and produces reports and statistical releases

Operations Staff/Automanted Business Programs Branch

Operations Staff/Automated Business Programs Branch – Rick Chow, Chief

  • Resolves errors and develops software applications for automated information systems,
  • Budget,
  • Space and Equipment Management,
  • General Customer Service,
  • Software Application Development,
  • Case Tracking,
  • Security,
  • Human Resources,
  • Coordination of Master Tobacco Settlement Activities, and
  • Monitoring and Analysis of Operations

NRC Contractors

NRC on-site contractors are an important component of the NRC and assist in many support functions including:

  • Data entry,
  • Paper imaging, and
  • File maintenance.
