Report of the U.S. Delegate, 8th Session of the Codex Committee on Milk and Milk Products, February 4-8, 2008
The Codex Committee on Milk and Milk Products (CCMMP) held its 8th Session in Queenstown, New Zealand, from February 4 - February 8, 2008. Approximately 120 participants attended the meeting representing 35 member countries of the Commission and four observer organizations. The Delegate, the Alternate Delegate, two government advisors and six non-government representatives participated in the United States Delegation. Dr. Steve Hathaway, Ministry of Agriculture and Forestry, New Zealand, chaired the meeting. The Committee discussed the following standards and issues:
  • Maximum Levels of Annatto Extracts in Standards for Dairy Products
  • Draft Model Export Certificate for Milk and Milk Products at Step 7
  • Proposed Draft Amendment to the Codex Standard for Fermented Milk Pertaining to Composite Fermented Milk Drinks at Step 4
  • Proposed Draft Standard for Processed Cheese at Step 4
  • Proposed Draft Amendment to the List of Additives of the Codex Standard for Creams and Prepared Creams at Step 4
  • Additive Listings for the Codex Standard for Fermented Milks
  • Discussion Paper on Sampling Plans for Milk Products in Presence of Significant Measurement Error
  • Methods of Analysis and Sampling for Milk and Milk Products

Maximum Levels of Annatto Extracts in Standards for Dairy Products
The Committee agreed to recommend adoption of the proposed maximum levels for annatto extracts in certain dairy products. The Committee also agreed to forward the maximum levels to the Codex Committee on Food Additives (CCFA) and subsequent adoption of the Commission. In acknowledging the view of several delegations that higher maximum levels should be provided for some individual cheeses, i.e. Cheddar and Edam, the Committee agreed that comments on these maximum levels as well as technological justification would be considered at the next session of the CCMMP.

Draft Model Export Certificate for Milk and Milk Products
The Committee recalled that at its last Session, it had agreed to establish a physical working group under the leadership of the European Community to meet immediately prior to the present Session and agreed to base its discussion on the draft Model Export Certificate as revised by the working group. The Committee discussed the proposed model certificate paragraph by paragraph and agreed to forward the proposed draft Model Certificate to the Commission for adoption at Step 8.

Proposed Draft Amendment to the Codex Standard for Fermented Milk Pertaining to Composite Fermented Milk Drinks
The Committee agreed to change the title to "Drinks Based on Fermented Milks" and discussed the proposed draft amendment paragraph by paragraph. The Committee also agreed to include the food additive functional classes that are technologically justified in these products. The issue of required minimum content of fermented milk for these products remained unresolved with a majority of delegations supporting 40% and other delegations supporting 50%. The Committee agreed to forward the proposed draft amendment to Step 5 for adoption by the Commission and to forward the food additive section to CCFA for endorsement. The Committee also agreed to establish a physical working group under the leadership of Indonesia to consider the document along with comments submitted at Step 6 immediately prior to the next session.

Proposed Draft Standard for Processed Cheese
The Committee agreed to return the proposed draft Standard to Step 2 for redrafting by a physical working group, under the co-leadership of France and New Zealand. The physical working group would revise the proposed draft standard for processed cheese for circulation at Step 3 and further consideration at Step 4 at the Ninth Session of the Committee. The physical working group would tentatively meet in Brussels in early 2009 in order to allow time to circulate the proposed draft. The Committee also agreed that in order to facilitate the discussion and the further progress of the work to establish another physical working group under the co-leadership of France and New Zealand that would meet immediately prior to the next session of the Committee.

The Committee also agreed that in order to facilitate the work of the Working Group, Codex members and observers would be invited to electronically submit information in regard to processed cheese on the market including: name of the product (other than brand name)/ product designation; Quantity produced; Labeling Cheese Content; Gelatin and Starch; Stabilizers; Fat and Dry Matter Content; and National Legislation.

Proposed Draft Amendment to the List of Additives of the Codex Standard for Creams and Prepared Creams
The Committee agreed to forward the proposed draft amendment to the Commission for adoption at Steps 5/8. The amendment would be referred to the CCFA for endorsement. In order to incorporate all the functional classes identified in this amended list of additives, the Committee further agreed to request the CCFA to associate new functional classes with certain food additives in the Class names and the International Numbering System for Food Additives.

Additive Listings for the Codex Standard for Fermented Milks
The Committee agreed to forward the additive listing to the Commission for adoption and inclusion in the Codex Standard for Fermented Milks. The additive listings related to fermented milks (including drinks based on fermented milk) would be sent to the CCFA for endorsement. In order to incorporate all the functional classes identified in this list of additives, the Committee further agreed to request the CCFA to associate new functional classes with certain food additives in the Class names and the International Numbering System for Food Additives.

Discussion Paper on Sampling Plans for Milk Products in Presence of Significant Measurement Error
The Committee generally agreed with the conclusions and recommendations of the report and supported the development of guidelines. The Committee while recognizing that there was an acute problem for milk and milk products noted that the matter was not necessarily unique to these products. The Committee therefore agreed to request the advice of the Codex Committee of Analysis and Sampling (CCMAS) on whether the matter could be dealt with horizontally by CCMAS.

Methods of Analysis and Sampling for Milk and Milk Products
The Committee agreed to forward the updated list of methods of analysis and sampling for milk and milk products to the CCMAS for endorsement.

Next Meeting of CCMMP
The Committee was informed that the 9th Session was tentatively scheduled to take place in New Zealand in 2010.
