Institutional barriers to employment of older workers

Diane E. Herz and Philip L. Rones
Economists, Division of Development in Labor Force Statistics, Bureau of Labor Statistics

Social Security and private pension rules often encourage early retirement; those who wish to keep working typically face a part-time job market which provides few well-paid jobs. This article discusses various institutional obstacles faced by older persons who might want to work. It is divided into three sections: (1) the impact of Social Security regulations and pension policies on work activity; (2) the market for part-time jobs; and (3) age discrimination.
