Export Requirements for Indonesia

Eligible/Ineligible Products
  1. Eligible
    1. Poultry and poultry products other than poultry parts.*
    2. Beef, beef offals and beef products, derived from cattle slaughtered on or after January 18, 2008.

Documentation Requirements
  1. Fresh/frozen poultry products
    1. Obtain FSIS Form 9060-5--Export Certificate of Wholesomeness.
      1. Correct production and expiration dates should be typed in the "Remarks" Section.
      2. The certificate must be signed and dated by an FSIS veterinarian.
    2. Poultry exported for further processing in Indonesia and subsequently exported to Japan must comply with the following statement.
      1. Provided that the poultry complies, this statement may be provided in the "Remarks" section of FSIS Form 9060-5, if requested by the exporter:

        "There have been no outbreaks of fowl pest (fowl plague) for at least 90 days in the United States. Further, in the area where the birds were produced (such an area being within a minimum radius of 50 kilometers from the production farm), Newcastle's disease, fowl cholera, and other serious infectious fowl diseases as recognized by the government of the United States, have not occurred for at least 90 days."
      2. Poultry is restricted for export to Japan from certain States for specific periods. Certification must be provided that poultry did not originate from or transit unsealed through these States during the restricted periods relative to each affected State. Obtain the appropriate statements from the Japan requirements.

        These statements are a requirement of the Japanese health officials for poultry produced in the United States.
  2. Fresh/Frozen Beef, Beef Offals and Beef Products
    1. Obtain FSIS Form 9060-5--Export Certificate of Wholesomeness.
      1. The certificate must be signed and dated by an FSIS veterinarian.
    2. The following statements must be typed in the "Remarks" section of the FSIS Form 9060-5 or on a letterhead certificate:
      1. The United States is free of foot-and-mouth disease (FMD), Rift Valley fever (RVF), rinderpest (RP), and contagious bovine pleuropneumonia (CBPP).
      2. The United States meets the World Organization for Animal Health (OIE)Terrestrial Animal Health Code conditions as a country that presents a controlled risk for bovine spongiform encephalopathy (BSE).
      3. The meat or meat products were not derived from the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the thoracic and lumbar vertebrae, and the wings of the sacrum), and dorsal root ganglia of cattle 30 months of age and older, and the tonsils and distal ileum of the small intestine of any cattle regardless of age.
      4. The meat and meat products were derived from animals 1) either born and raised in the United States or legally imported upon meeting all U.S. animal health requirements for entry; and 2) not under official veterinary quarantine for animal diseases at the time of slaughter.
      5. The meat shall originate from approved slaughterhouses and is derived from animals which passed ante mortem and post mortem inspection and have been processed in accordance with sanitary and hygienic requirements so that the meat is safe and fit for human consumption.
      6. The meat does not contain preservatives, additives and other substances which are injurious to human health.


Other Requirements

Sample shipments: Shipments weighing less than 10 kg (22 lb) do not require an import permit.
  1. Beef, Beef Offals and Beef Products
    1. The cartons of meat must be labeled with the official FSIS establishment number, processing date and name of the product.
    2. The meat or meat products must arrive in port of entry in Indonesia within 6 (six) months after the date of packaging.


Plants Eligible to Export
  1. Poultry and Poultry Products
    1. Although FSIS recognizes the eligibility of all Federally inspected establishments, exporters are advised to confirm the eligibility of the producing establishment with their importer.
  2. Beef, Beef Offals and Beef Products
    1. All FSIS inspected plants are eligible to ship to Indonesia, but plants must first be inspected and approved for Halal practices by Indonesia before they can export to Indonesia. At present the following plants are approved to export to Indonesia:
      1. Establishment number 17466, North Star Beef, 53050 HWY 212, Buffalo Lake, MN 55314
      2. Establishment number 889A, O'Neill Packing Co., 3120 G. Street , Omaha, NE 68107
      3. Establishment number 1077, Lincoln Provision, Inc , 824 W. 38th Place , Chicago, IL , 0609
      4. Establishment number 32006, Frozen Assets Cold Storage, 2635 S. Western, Chicago, Il 60608

Information Regarding Halal Certification

The following is presented as information for the exporter. FSIS is not responsible for certifying that products intended for export to Muslim countries meet appropriate requirements for religious slaughter. Procedures for export certification do not include Agency oversight of the Halal process or review of the authenticity of the Halal certificate.

Ritual Slaughter--Islamic Slaughter Certification.

The exporter must obtain a Certificate of Islamic Slaughter from a member of an Islamic Center or Islamic organization. A Certificate of Islamic Slaughter is a certificate issued by a member of an Islamic organization recognized by the importing country to provide this service; the certificate states that animals were slaughtered according to Islamic religious requirements. This certificate must accompany products labeled "Halal".
  1. The following Islamic Centers are approved by Indonesia for poultry and poultry products:
    1. Islamic Food and Nutrition Council of America (IFANCA), Chicago, Illinois: chicken and processed products
    2. Halal Food Council SEA, Salisbury, Maryland: for chicken, and processed products
    3. International Institute of Islamic Thought, Marjac Abbatoir, Virginia: for chicken only
    4. Islamic Service of Omaha (Halal Transaction), Omaha, Nebraska: for chicken
    5. Islamic Service of America, Cedar Rapids, Iowa: for chicken and processed food
    6. Muslim Consumer Group for Food Product, Rolling Meadows, Illinois: for chicken and processed food
    7. Islamic Information Center of America, Des Palines, Illinois: for chicken, and processed food
    8. American Halal Foundation (AHF), Boling Brook, Illinois: for chicken and processed food
  2. The following Islamic Centers are approved by Indonesia for the beef, beef offals and beef products:
    1. Halal Transactions of Omaha , 7320 Bedford Ave , Omaha, NE 68134

Halal Labeling
  1. Halal labeling is an exporter and Halal organization responsibility.
  2. Frozen poultry and poultry products are not always required to have Halal Certification. Exporters are advised to verify this with their importer prior to shipping.
  3. Processed products with Halal label claims are not required to have a Halal Certificate, but the raw materials used in these processed products must be accompanied by an appropriate certificate.
  4. Shipment for U.S. military personnel - The Certificate of Islamic Slaughter may be waived if products are shipped for consumption by U.S. personnel.
