Widely available, reliable wireless communication (e.g., radios) is essential to public safety.  Furthermore, Federal Government agencies are required by 47 U.S.C. 903(d)(1) to make more efficient use of their radio spectrum.  The National Telecommunications and Information Administration (NTIA) is implementing regulations that require all federal spectrum users to narrow by one-half, the bandwidth used to transmit radio signals by 2005 for Very High Frequency (VHF), and 2008 for Ultra High Frequency (UHF).

This appropriation funds the Department's consolidated approach to address our narrowband communication needs.  The program improvements for 2003 reflects an increase of $60 million, which will be devoted entirely to new narrowband investments in radio infrastructure for New York and the Northern/Southwestern borders.
