Prior to 2003, this account is responsible for paying the cost of housing USMS detainees in non-federal facilities (i.e., state and localdetention facilities and contract jails).� About 30 percent of USMS detainees are held in these facilities.� In FY 2003, this funding wouldbe consolidated under the Department of Justice Detention Trustee.
