Program Description
The Land Border Inspection Fee account was authorized by the Department of Justice Appropriations Act of 1991 (P.L. 101-515). Section 210 of the Act authorizes the Attorney General to establish, by regulation, pilot projects under which fees may be charged and collected for inspection services provided at one or more land border ports-of-entry (POEs), and to study the feasibility of charging fees to enhance service at POEs. The statute states that any potential project may include the establishment of commuter lanes to be made available to pre-qualified U.S. citizens and aliens.

A change in the language authorizing the Land Border Inspection Fee Account (Section 286(q) of the Immigration and Nationality Act) is being requested that would deposit fees for processing forms I-94, I-94W, and I-68 into this account, rather than in the Examinations Fee account. If enacted, Inspections positions supported by these fees would be moved from the Examinations Fee Account, to the Land Border Inspection Fee account for FY 2002.
