Workforce Development
Description

The Bureau of Workforce Development is committed to encouraging statewide economic development by cultivating a well-trained workforce. To accomplish this goal, the Bureau identifies youth, adults and dislocated workers who are eligible for assistance under the Workforce Investment Act (WIA), assesses their employability skills and provides training as appropriate for identified sectors of growing employment demand. Ideally, this will lead to the placement of these individuals in self-sufficient employment. The Bureau also provides follow-up services leading to employment retention in high-wage and high-skilled jobs. These services are provided statewide while maintaining focus on the economic needs of each region.

Critical Skills Shortages Initiative - On September 24, 2003, DCEO Director Jack Lavin issued the Critical Skill Shortages Initiative. The goal of this initiative is to align regional workforce programs to provide a reliable supply of qualified job seekers for critical skill shortage occupations. DCEO is undertaking this initiative as one strategy in Governor Blagojevich’s Regional Economic Development Initiative to help achieve the desired linkage between workforce programs and economic development. Local Workforce Investment Boards (LWIBs) will provide the important leadership to make this initiative a success.

One-Stop Redesign Initiative: An Evaluation Report for Program Year 2005  The One-Stop Redesign Evaluation examines the implementation of all system and policy changes associated with the Illinois strategic vision for its Career Center Network.  The One-Stop Redesign Evaluation includes the Illinois workNet™ and Certified Illinois workNet Advisor initiatives, but also encompasses the other elements of the strategic vision.   The evaluation will provide managers with an overview of key implementation measures.  This report will be produced on a quarterly basis, so that managers can track implementation progress over time.
