Summary of 2000 Handbook Changes


December 21 —

Annuitants and Compensationers:

Under the section "When You Separate - No Supplemental Annuity or New Retirement Eligibility," we have clarified the second paragraph by removing the sentence "You cannot convert any life insurance acquired through reemployment." If a reemployed annuitant acquires new life insurance coverage during reemployment, the annuitant can convert that coverage once he or she separates from service.


November 30 —

Eligibility:

In "Concurrent Employment," we have clarified that if you are in nonpay status from one position, your paying position's agency does the withholding and makes the Government contribution.

In "Correction of Errors," we have clarified that your employing office has the authority to correct any premium overdeduction errors, regardless of when the error occurred.

Coverage:

We have added an exception to the "Requirements for Cancelling Your Waiver of Basic Insurance," stating that certain Department of Defense employees may cancel a waiver of Basic insurance without waiting one year and providing medical evidence of insurability.

Termination:

We have added a new section "What Happens if I Retire from Federal Service After Porting Option B?". If you port Option B coverage upon your separation and later qualify for an annuity, you must cancel your ported coverage retroactive to the effective date of your annuity.

Annuitants and Compensationers:

In "When Insurance as an Employee Terminates," we have clarified that OPM's Retirement Operations Center maintains your life insurance file when you continue coverage as a compensationer.


November 28 —

Types and Amounts:

  • Your Basic Insurance Amount is based on your actual pay, not what you would have made if your salary had not been "capped."
  • Under "Accidental Death and Dismemberment," an equivalent loss of hand or foot is determined by OFEGLI, and a loss of sight is defined as an absence of any usable vision. These changes are also reflected in the Glossary.

Eligibility:

In "Concurrent Employment," we have clarified the conditions under which you can continue coverage at the end of 12 months in nonpay status in one of your positions.

Coverage:

We have clarified that you can change your election any number of times during the first 31 days after you become eligible for FEGLI coverage, and the last election you submit within this time period governs (see "Acquiring Basic Insurance" and "When Can You Make the Election?").

Termination:

  • We have made clear that you must return to pay and duty status after 12 months or more in nonpay status to get FEGLI coverage again (see "Return to Pay Status After 12 Months or More in Nonpay Status").
  • You can return to pay status through donated leave (see "Return to Pay Status for Less than Four Months" and "Return to Pay Status for Four Months or More").
  • We have added a new section entitled "Nonpay Status and Pay Status from Two Different Positions," which details what happens to your FEGLI coverage in this situation.

Annuitants and Compensationers:

We have added a new section "If You Are in Nonpay Status while Reemployed," which explains that your suspended annuitant coverage will become effective again after you complete 12 months in nonpay status while reemployed.

Order of Precedence and Designation of Beneficiary:

We have provided a sample attachment form to use to name more beneficiaries than will fit on the SF 2823, Designation of Beneficiary form.
