Small System
Compliance Technology List For The Surface Water Treatment Rule
This guidance document supports the Federal Register Notice (FRN)
announcing the list of small system compliance treatment technologies for
the Surface Water Treatment Rule (SWTR). With the FRN, EPA has met
the August 6, 1997 deadline set by the 1996 Amendments to the Safe Drinking
Water Act (SDWA) [§1412(b)(4)(v)]. Thus, the FRN and this guidance
document are meant to provide information that small systems may need to
comply with the SWTR, but they do not supersede the requirements of the
SWTR.
The FRN and the guidance document describe the performances and limitations
of the listed filtration and disinfection technologies. The filtration
technologies include the technologies listed in the SWTR: conventional,
direct, diatomaceous earth, and slow sand filtration; four membrane technologies:
reverse osmosis, micro-, ultra-, and nanofiltration; and bag and cartridge
filtration. The disinfection technologies include those listed in
the SWTR: chlorine, chloramines, ozone, and chlorine dioxide; UV radiation;
and mixed-oxidants.
The discussion is based on information culled from the peer-reviewed
literature, manufacturer data and literature, and incorporates input from
a stakeholders meeting held in Washington, DC on July 22 and 23, 1997.
Stakeholder input resulted in several major changes to the list:
- Several of the technologies that were not listed or that were listed
for a sub-set of the three small systems categories have now been listed
for all size categories.
- EPA lists the technologies along with the concerns rather than exclude
these technologies from the list.
- The list provides more technology options for individual systems
that have the capacity to operate more complex technologies.
- EPA addresses concerns about consistency through the site-specific
pilot testing that can be required by the State.
