Processing Procedure for CD 410

In ITA, CD 410 work order are processed and tracked by the Office of Organization and Management Support (OOMS).  Please complete the electronic form in Ourplace by responding to numbers 1 - 6, obtain the ordering ITA official's signature, clear it with ITA accounting and drop it off in room 4001.   If you have questions, please contact Judith Wilson at (202)482-3265 or via e-mail Judith_Wilson@ita.doc.gov.

New E-Form

The following form has been approved and posted to OurPlace under the e-form menu option: ITA-2081, "Documentation for Orders Over $2,500". This documentation of fair and reasonable price is required for all purchases exceeding $2,500. Therefore, cardholders with a single limit purchase authority of $25,000 are required to attach this document and market research for all transactions exceeding $2,500.  If you have questions about how to access these forms on OurPlace, contact the Help Desk at (202)482-4641. Transit Benefit

To meet the fiscal year-end closing deadlines, the U.S. Department of Transportation Transit Benefit and Parking Office will be closed for receipt and distribution of transit benefits from Friday, September 23-30, 2005.  SMART benefit participants will need to download September transit benefits no later than 12:00 am on September 18.  Electronic download of benefits for the remainder of the month will be suspended.  Any SMART benefit cardholder who does not download prior to this deadline, may pickup Metrocheks at the U.S. Department of Transportation Transit Benefit and Parking Office September 19-22, 2005.   The hours of operation are 8:30 am - 4:00 pm. with coverage during the lunch hour.  If you have questions, please call me at (202)482-3267.

Use of Department Seals and Logos

Use of Department seals and logos may not be granted to outside organizations without the written approval of the head of the operating unit that originated the seal or logo.  Concurrence from the Assistant General Counsel for Administration (AGC/Admin), who will review the request for any possible appearance of endorsement, conflict of interest, or related issue, and the Office of Chief Counsel for Technology (OCC/T), who will review the request to ensure the Department's trademark interests are being protected, are also necessary.  The approval process for this type of request can take anywhere from two (2) weeks to one (1) month so please plan ahead.  Questions regarding this process may be directed to Jacqueline_Harris@ita.doc.gov or (202)482-4011. 

Budget FY 2006

Congress has gone on a recess through August without passing the appropriations bill that funds ITA. When Congress reconvenes in September, it's primary focus is likely to be on nomination hearings and base closing rather than spending bills. We anticipate a continuing resolution that would provide funding until such time as an appropriation bill is passed. If you have additional questions, please contact Amy Duncan at (202)482-5739.

Farewell to NAF Interns

OFM would formally like to thank and say farewell to all of the 2005 National Academy Foundation interns for all of their assistance this year. OFM would specifically like to thank Ms. Stephanie Alexander and Ms. Antoinette Chance for providing administrative, technical and logistical assistance during their summer internships. We wish them luck in the upcoming college and high school year and hope to see them in the future. Orientation for New ITA Employees

ITA has created a dynamic team to design an improved orientation program for new ITA employees.  The team is working to ensure that the new program will clearly explain ITA's strategic goals and objectives so that new employees can fully contribute to the mission of the organization.  The orientation will also emphasize the benefits of ITA's 2004 reorganization and showcase the synergies among ITA program units on crosscutting issues.  Having an even stronger orientation program in ITA will benefit managers and employees alike and will save managers a significant amount of time in explaining ITA's mission and role to new hires.  The format for the improved program will be highly interactive and will be conducted by a professional trainer.   The team members include:  Alicia Robinson-Morgan (MAC), Barb Rawdon (MAS), Frank Spector (CS), James Maeder and Mark Ross (IA), John Larsen (TPCC), Seth Raley (CFO/Admin), Cherie Saly (OCIO), Beryle Randall (CS) and Krysten Jenci is serving on a detail in (CFO/Admin).  We hope to launch the new program in early October.  After the initial orientation sessions are held, we anticipate opening the orientation to other interested employees (in addition to new hires).  Look for an update in September, and please contact Krysten Jenci of CFO/Admin with any questions or comments at (202)482-0551.

Employee Personal Page (EPP)

ITA's Office of Human Resources Management, Pay and Benefits Group (PBG) invites employees to a Question and Answer session on the Employee Personal Page (EPP).  EPP allows employees to view and change certain payroll documents and also request updates to specific payroll related information.  EPP replaced Employee Express.  The sessions will take place on August 25th and September 1st, in Room 6872, from Noon to 1:00 p.m.  The session will include:  An overview of EPP, A sample demonstration of EPP, Questions and Answers Employees interested in attending the sessions should call the Strategic Workforce Management Group (SWMG) at (202)482-3947 to register.  The sessions are accessible to people with disabilities.  Requests for sign language interpretation or other auxiliary aids should be directed to Anesia Robinson via e-mail anesia_robinson@ita.doc.gov, or call (202)482-1380.

Performance Management Training for ITA's Leaders

The Office of Human Resources Management's Strategic Workforce Management Group continues to conduct training sessions on performance management for ITA's managers, supervisors, and team leaders throughout August. The training is designed to prepare ITA's leaders to carry out their performance management responsibilities under a new multi-level system that will be implemented in Fiscal Year 2006.  In this training, ITA's leaders are receiving practical guidance on:  linking performance plans to organizational goals and objectives, creating critical elements, and creating performance measures.  Two additional courses are scheduled for Tuesday, August 16 and Thursday, August 18, from 10:00 a.m. to 12:00 p.m., in Room 4064.  Additional sessions will be announced, as the need indicates.  As previously indicated, this training is mandatory for all ITA managers, supervisors, and team leaders. Procurement Corner

Question: How do you prepare a Statement of Work (SOW)?

Answer:  To prepare a SOW, the requesting office should address their unique requirements for the product or service, provide a detailed description of the product/service, when you need it and how it supports a program unit initiative. Include any specific reporting requirements and the name of the person who will serve as the agency contact.  Refer to OOMS-35 in "Through the Maze" for additional guidance.  If you need additional assistance or would like a copy of a SOW for reference, contact Robin Carpenter at (202)482-4989.
