Title VIII provides:
Title VIII provides for the administration of all Federal programs and activities relating to housing and urban development in a manner affirmatively to further fair housing throughout the United States.

Sec. 3601. Declaration of policy
It is the policy of the United States to provide, within constitutional limitations, for fair housing throughout the United States.
