Will a commitment to Value-driven Health Care affect how we design employee benefit plans?

Answer:

Employers will continue to have complete discretion to design employee benefit plans based on their unique needs.  However, an employer can fulfill several of the four cornerstones of value-driven health care by offering options to their employees that are designed to reward effective purchasing by employees.  For example, consumer-directed health plans, including account-based plans, are one design that encourages consumer-centered purchasing.  Possible RFI questions are included in the toolkit to help implement these approaches.
