NEW LEADERSHIP AT THE HELM OF HHS'
PROGRAM SUPPORT CENTER


HHS Secretary Donna E. Shalala has named Curtis L. Coy, a career Naval officer and former senior management consultant for PricewaterhouseCoopers Consulting, as the new director of HHS' Program Support Center (PSC), which provides administrative support services to HHS and other federal agencies. The PSC is responsible for disbursing two-thirds of all federal grant funds each year.

"Since it began five years ago, the PSC has expanded in response to today's demanding work environment," said Secretary Shalala. "We looked long and hard for the right person to lead this business operation, and Curt Coy is certainly the right choice."

In his new role, Coy will oversee a staff of 1,100 who provide administrative services for 32 federal agencies, including HHS. Core PSC business areas include financial management, human resources and administrative operations. Some services include processing financial grant payments in excess of $195 billion annually, providing automated personnel and payroll services for more than 63,000 employees, and handling the distribution and management of more than 5,000 pharmaceutical items and health supplies worldwide. Also included are consolidated telephone services, which provide savings to HHS operating divisions.

The PSC was created in 1995 as part of the Reinventing Government process to reduce duplication in administrative services. A department-wide board of directors provides broad policy direction for PSC activities, in addition to approving budgets and billing rates.

Coy, a U.S. Naval Academy graduate, served in the U.S. Navy from 1975 until his retirement in 1994. He began his Naval career aboard the USS John R. Craig as a surface warfare officer, subsequently moving to the USS Fanning where he served in the same capacity. Commander Coy later applied for and was selected as one of only 19 officers to be transferred to the Navy Supply Corps, where he served as supply officer of the USS Waddell.

Commander Coy later became the supply officer of the Naval Ordnance Station at Indian Head, Md., where he oversaw more than 90 warehouses and buildings, and was the contracting officer for annual purchases in excess of $40 million. While there, he was selected to attend the Naval Postgraduate School where he attained his master's degrees in acquisition and contracting management and material logistics support.

Near the end of his Naval career, Commander Coy returned to his beginnings and served as midshipmen store and services officer for the Naval Academy. He was subsequently promoted to executive director of a 700-person department overseeing all supply-related matters for the Brigade of Midshipmen and Naval Academy. A decorated Navy veteran, Coy completed his career at the Naval Supply Systems Command in Washington, D.C.

A strong believer in higher education, Coy now serves as adjunct associate professor for the University of Maryland Graduate School of Management and Technology where he teaches courses in acquisition and material management. He is also a guest lecturer at the Naval Postgraduate School and was selected for the International Who's Who of Professionals.

Coy's professional and community activities include being designated a fellow by the National Contracts Management Association (NCMA) for significant and outstanding contributions in the field. A Certified Professional Contract Manager (CPCM), Coy is past chairman of the NCMA National Committee for CPCM Recognition. Coy is also a past member of the Charles County Maryland Board of Economic Development.

A native of Maryland, Coy and his wife Denise reside in Annapolis. They have four children between them: Bryan Carter, Jaime Coy, Matthew Coy and Justin Carter.
