WILLIAM STAMPER NAMED
HHS DEPUTY ASSISTANT SECRETARY FOR FACILITIES
Fills New Position Within the Department


HHS Secretary Tommy G. Thompson announced on Tuesday that William Stamper is the new Deputy Assistant Secretary for Facilities, a newly created position at HHS. The new role is housed within the Office of the Assistant Secretary for Administration and Management.

As Deputy Assistant Secretary, Stamper will be responsible for overseeing facilities construction projects, establishing a Capital Planning Board for construction prioritization, and the consolidating HHS leasing policy. He will supervise the procurement process and the administration of related contracts. In addition, Stamper will oversee the functions and management of HHS real property, including management of security, building space, and physical plan operations and maintenance for the Hubert H. Humphrey Building.

"William Stamper has an outstanding record in the area of facility management and the department will benefit from his years of experience," Secretary Thompson said. "Department employees spend several hours each day working in and moving about HHS properties. This new position, carried out at such a high level, reflects our commitment to ensuring the HHS family is safe and secure every day."

Stamper comes to HHS with more than 27 years of experience in facilities management. Most recently, he spent 13 years at the National Aeronautics & Space Administration (NASA) where he managed large facilities projects, construction budget and policy development, funds and real estate management and master planning.

Stamper was program manager of NASA's $2.6 billion National Wind Tunnel Complex initiative and supervised the implementation of financial, human and physical assets needed to operate, maintain and improve Enterprise Research and Development facilities. Also, Stamper actively participated in the National Academy of Sciences' Federal Facilities Council and the Construction Industry Institute, contributing to the newest cutting edge research and best practices for the construction industry. He also chaired the NASA's Engineering and Construction Innovations Committee.

A graduate of Purdue University in West Lafayette, Ind., Stamper holds a bachelor of science in civil engineering. He has also completed extensive graduate work.

His post became effective Monday, July 1.
