2004 Federal Employees Health Benefits (FEHB) Program Open Season: Conducting the Open Season
This BAL provides instructions on how to conduct open season. It informs agencies on what to expect during the open season period, i.e., questions about the availability of open season materials (enrollment forms, guides, brochures, etc.), conducting health fairs (who should be allowed to participate), timely and belated registration, effective dates, and cancellations. It also gives instructions on the types of actions the agencies must take with regard to open season transactions.

Federal Employees Health Benefits Program: Revision of Health Benefits Election Form, Standard Form 2809
This BAL is to advise Federal agencies and retirement systems that the Health Benefits Election Form, Standard Form (SF) 2809 has been revised and is currently available. The October 2004 edition supersedes all previous editions of this form and makes obsolete the Annuitant/OWCP Health Benefits Election Form, SF 2809-1.
