Vaccine Allocation Guidance

HHS Contingency Contracting

HHS must be prepared to respond to significantly increased demands for supplies and services in preparation for, during, and following the occurrence of potential or actual emergencies, whether naturally occurring, accidental, or terrorist-induced. HHS has developed guidance and a cadre of trained professionals to support this goal. This information pertains specifically to the emergency incident response activities of the HHS acquisition community.

Incident-specific information, such as Department-wide waivers, will be posted as incidents occur. Each incident will have its own page, similar to the Hurricane Katrina reference page.

The HHS Contingency Contracting Cadre (see cadre charter ) serves as the Department's primary means of contracting support for the duration of a given incident and conducts pre-award, award, and post-award activities consistent with applicable Federal statutes and Departmental regulations. The cadre is activated by the Deputy Assistant Secretary for Acquisition Management and Policy (DASAMP). A high-level overview of the activation process is available as a graphic and a narrative description.

Cadre Membership (DOC - 136 KB) is on a volunteer basis.
