The Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of funds for Cooperative Agreements for Hurricane Katrina-related State-Sponsored Youth Suicide Prevention and Early Intervention Programs. The State-sponsored Youth Suicide Prevention Grant Program is authorized under the Garrett Lee Smith Memorial Act (Section 520E-2 of the Public Health Service Act, as amended). The State-sponsored Youth Suicide Prevention Grant Program is designed to build on the foundation of prior suicide prevention efforts in order to support States and Tribes in developing and implementing statewide or tribal youth suicide prevention and early intervention strategies, grounded in public/private collaboration. Such efforts must involve public/private collaboration among youth-serving institutions and agencies and should include schools, educational institutions, juvenile justice systems, foster care systems, substance abuse and mental health programs, and other child and youth supporting organizations. This announcement addresses Healthy People 2010 focus area 18 (Mental Health). |

Eligibility |

Eligibility is being limited to the States of Louisiana and Mississippi because SAMHSA believes that the magnitude of last year's hurricanes has so impacted the infrastructures of these two States that they would be at a distinct disadvantage in an open competition. Additionally, both States are reporting significantly higher rates of suicides and suicide attempts as a result of the hurricanes. The proposed program allows SAMHSA to be responsive to a critical public health emergency while providing a similar opportunity to other States through a separate competition, State/Tribal Youth Suicide Prevention Grants (SM-06-005). Each State can receive only one State-sponsored Youth Suicide Prevention Program grant. The States of Louisiana and Mississippi, or their designated entities, may submit an application for this RFA or State/Tribal Youth Suicide Prevention Grants, SM-06-005, but not for both. No single State agency is mandated to be the lead for State-sponsored Youth Suicide Prevention Program grants, as States differ in which State agency has taken the lead for suicide prevention (e.g., Department of Health, Department of Mental Health). Where States have a plan that designates a lead agency, that agency should act as the lead, or should designate an alternative lead for State/Tribal Youth Suicide Prevention Grant Program. If the State plan does not designate a lead, an explanation for why the proposed lead is well suited for this task must accompany the application. Award Information |

Proposed budgets cannot exceed the maximum award amount of $400,000 in any year of the proposed project. Annual continuation awards will depend on the availability of funds, grantees' progress in reaching program goals and objectives, and timely submission of required data and reports. Cost sharing (see RFA Glossary, Appendix B) is not required in this program and applications will not be screened out on the basis of cost sharing. However, grant funds must be used to supplement, and not supplant, Federal and non-Federal funds available for carrying out existing youth suicide early intervention and prevention activities. Awards will be made as Cooperative Agreements. |
