Mary B. Phillips

Associate Administrator for Policy and Governmental Affairs

Mary Phillips joined the Federal Highway Administration (FHWA) on October 16, 2006, as the Associate Administrator for Policy and Governmental Affairs. In this position, she is responsible for coordinating and directing development of FHWA policy on highway-related issues; leading FHWA's Congressional affairs and international program; and overseeing the collection of highway information used to apportion federal highway funds to the states.

Before coming to FHWA, Ms. Phillips served as Vice President – Legislative Affairs for American Trucking Associations, representing the trucking industry on Capitol Hill on a variety of highway and safety policy issues.

From 2002 through 2004, Ms. Phillips served as Senior Professional Staff for the Senate Committee on Commerce, Science, and Transportation. Ms. Phillips staffed Senator John McCain on surface transportation matters, including Amtrak policy, freight railroad economic regulation and safety matters, motor carrier and pipeline safety, household goods mover reform, and hazardous materials transportation. During her tenure, the Commerce Committee completed its initial work on SAFETEA-LU's motor carrier safety, household goods, and hazardous materials titles, and approved rail security and safety legislation.

In 2001, Ms. Phillips served as the Network Analyst for the Amtrak Reform Council, a Congressionally-mandated Council charged with making recommendations on how Amtrak could achieve "operational self sufficiency". In November 2001, the Council concluded that Amtrak would not achieve self sufficiency, and the following February, submitted a final report to Congress, recommending a new business model for Amtrak and the introduction of competition in train operations.

Prior to working in Washington, DC, Ms. Phillips held a number of positions in the railroad industry in marketing, sales, strategic planning, and governmental affairs at Conrail, Union Pacific, and CSX.

Ms. Phillips holds a Bachelor of Arts degree from St. Mary's College in South Bend, IN, and a Master of Business Administration degree from Cornell University in Ithaca, NY.
