Martha Rainville
Assistant Administrator, National Continuity Programs
Major General Martha T. Rainville, USAF (ret.), is FEMA's Assistant Administrator, National Continuity Programs, responsible for providing federal agency leadership for the federal executive branch Continuity of Operations (COOP), Continuity of Government (COG) and Contingency Programs.
The National Continuity Programs directorate formulates guidance and establishes common standards for agencies to use in developing viable, executable COOP and COG plans; facilitates interagency coordination; and oversees and assesses the status of COOP and COG capabilities of federal executive branch agencies.
General Rainville was appointed Counselor to the FEMA Administrator and Deputy Administrator for Continuity Programs in April 2007.
She retired from the National Guard after 27 years of military service. She was adjutant general of the Vermont National Guard, and was the first woman in the 370-year history of the National Guard to serve as a state adjutant general. She commanded the 3,800 members of the Vermont Army and Air National Guard, and served as commissioner of the Military Department, State of Vermont.
General Rainville was appointed to the Reserve Forces Policy Board, the principal advisory board to the Secretary of Defense and Congress on matters relating to the reserve components. She also was elected vice chair of the Board for Air National Guard of the National Guard Association of the United States. She currently serves on the Northern New England Red Cross Blood Services Board of Directors and on the Board of Trustees of Norwich University, Northfield, Vt.
She received a bachelor's degree in education from the University of Mississippi. After graduation, she entered the U.S. Air Force, and was named a Distinguished Graduate of the Air Force Officer Basic Military Training Program. She has been awarded an honorary doctorate degree in Humane Letters from St. Michael's College, Norwich, Vt., and an honorary doctorate degree in Military Science from Norwich University.
