Insurgencies appear to be the conflict of choice for those who seek to oppose the United States and nations trying to break the chains of tyranny. In this most political of all forms of war, the civilians who are non-combatants form the center of gravity and suffer the most at the hands of the insurgents. What makes the insurgency in Iraq tick? Who are the fighters who make up the insurgency? Why are some Sunnis resisting what other Iraqis view as a government with increased legitimacy? At this timely event the panelists will discuss the insurgency in Iraq, its dynamics and possible solutions to enable the Iraqi people to defeat the insurgents.

Speakers

  • Amatzia Baram, University of Haifa
  • Thomas Hamme, National Defense University
  • Elisabeth Kvitashvili, U.S. Agency for International Development
  • Samir Sumaidaie, Permanent Representative of Iraq to the United Nations
  • Daniel Serwer, U.S. Institute of Peace, Moderator
