Overview

The Office of National Continuity Programs (NCP) is the Lead Agent for the Federal Executive Branch on matters concerning continuity of national operations under the gravest of conditions. In support of its mandate, NCP develops and promulgates standards and guidance for Executive Branch departments and agencies on a broad range of continuity topics, such as preparation and implementation of Continuity of Operations, Continuity of Government and Contingency Programs, national-level exercises, and others.

NCP also leads the development of the Integrated Public Alert and Warning System (IPAWS) in support of Executive Order 13407, the purpose of which is to provide "Effective alerting over more channels to more people at all times and places." IPAWS is the nation's next-generation communications and warning capability that integrates public and private sector warning systems to effectively communicate alerts via TV, radio, telephone, PC/Internet/e-mail, cell phone, Blackberry, pager, signs, sirens, and other channels. IPAWS will also allow the President to communicate with the American people, State and Territory agencies, governors, Tribal councils before, during, and after any emergency.

Our mission is to serve the public by protecting our Nation's constitutional form of government by helping to minimize the disruption of essential government operations under any foreseeable event. NCP is also responsible for management of the Mount Weather Emergency Operations Center in support of a wide variety of FEMA and DHS and other federal entity functions.
