Final Rule Changes to T-100 and T-100(f) Traffic Reporting Systems

On July 30, 2002, the Bureau of Transportation Statistics (BTS) published in the Federal Register (67 FR 49217) a final rule that revises the reporting of air carrier traffic and capacity data by nonstop segment and on-flight market.  The reporting revisions will become effective October 1, 2002, and will be applicable to the October 2002 T-100 and T-100(f) reports that are due to be filed with the Office of Airline Information on or before November 30, 2002.  For reference, a copy of the final rule is enclosed.

The final rule revises the traffic reporting requirements contained in Title 14 of the Code of Federal Regulations (14 CFR) Parts 217, 241, 291, and 298.  The amendments to these parts impact the reporting requirements applicable to foreign air carriers, large certificated air carriers, Section 41103 domestic all-cargo air carriers, and small certificated and commuter air carriers. The specific reporting changes that affect each group of air carriers are summarized below under separate captions.

Part 217 - Foreign Air Carriers

Beginning with the T-100(f) report for the month of October 2002, there are two reporting changes that are applicable to foreign air carriers.  First, foreign air carriers are required to report all flights to and from the United States.  This change requires that nonstop segment and on-flight market data for operations conducted with small aircraft will now be included on the T-100(f) report.  Small aircraft are defined as aircraft with 60 seats or less, or 18,000 pounds or less of payload capacity.  This information will be reported in addition to the large aircraft operations that are currently being reported on.

The other change in foreign air carrier reporting is in the reporting of joint service operations.  Traffic data applicable to joint service operations will be reported by the operating air carrier, which is the air carrier in operational control of the aircraft, that is, the air carrier that uses its flight crew to perform the flight operation.

To assist foreign air carriers with implementing these reporting changes, we have enclosed an updated version of the T-100(f) software for use in preparing the monthly T-100(f) submission.  We have also enclosed updated reporting manuals and instructions. The specific items enclosed with this directive include:

1. A copy of the final rule
2. Revised T-100(f) Software
3. Software Installation Instructions
4. A Software User Guide that includes instructions on how to use the software and an online help facility
5. A T-100(f) Record Layout for those carriers that choose to write their own software
   1. A T-100(f) Manual Report Preparation Guide that includes:
      
   2. A report preparation check list
   3. How to prepare the T-100(f) report
   4. How to build a record - basic record construction
   5. A summary of the analysis and computer editing process
   6. How to complete the report certification statement
6. A revised list of reportable aircraft type codes
7. A revised list of foreign air carrier reporting codes

Since the filing of Schedule T-100(f) will be a new reporting requirement for a number foreign air carriers, the BTS Office of Airline Information (OAI) is planning to conduct a training seminar that is designed to greatly assist these carriers with implementing the collection and reporting of nonstop segment and on-flight market data on T-100(f).  In the near future, OAI will notify foreign air carriers by mail about this upcoming training opportunity.  

Part 241 - Large Certificated Air Carriers

Effective October 1, 2002, the reporting of traffic data by large certificated air carriers will be modified as follows:

1. T-100 traffic data applicable to joint service operations will be reported by the operating air carrier, which is the air carrier in operational control of the aircraft, that is, the air carrier that uses its flight crew to perform the flight operation.
2. The requirement to submit a monthly Form 41 Supplemental Schedule T-1 is eliminated.
3. The requirement to submit quarterly Form 41 Supplemental Schedules T-2 and T-3 is eliminated.
4. The categories of traffic data reported on T-100 have been expanded to include detailed nonstop segment and on-flight market data for all military, domestic all-cargo, and domestic charter flights.
5. Form 41 Schedules P-5.1 and P-5.2, aircraft operating expenses, have been modified to include the reporting of total aircraft block hours (revenue and nonrevenue), gallons of fuel issued, and aircraft days assigned to service for each reportable aircraft type.

Revised software for T-100 and Form 41 financial schedules will be mailed to each large certificated air carrier in the near future.

Part 291 - Section 41103 Domestic All-Cargo Operators

As of October 1, 2002, air carriers that are operating under Section 41103 certificates will be required to submit a revised annual Form 291-A, "Statement of Operations for Section 41103 Operations."  The data elements to be reported on the revised Form 291-A include:

1. Total operating revenues, which are categorized as:
   1. Transport revenues from the carriage of property in scheduled and nonscheduled service,
   2. Transport revenues from the carriage of mail in scheduled and nonscheduled service, and
   3. Transport-related revenues.
2. Total Operating Expenses.
3. Operating profit or loss.
4. Net income.

Starting with data reported for the month of October 2002, Section 41103 carriers will file, on a monthly basis, Form 41 Schedule P-12(a), Fuel Consumption by Type of Service and Entity and Schedule T-100, U.S. Air Carrier Traffic and Capacity Data by Nonstop Segment and On-Flight Market.

The reporting instructions for Schedule P-12(a) are contained in the enclosed final rule.  Since the filing of Schedule T-100 is a new requirement for Section 41103 carriers, we invite these carriers to attend one of the T-100 reporting training seminars that will be conducted by the BTS Office of Airline Information (OAI).  A detailed notice for these upcoming seminars is enclosed.

Enclosed is a copy of the Form 41 computer software and related instructions that are used by large certificated air carriers to file a number of the Form 41 financial schedules.  Since Schedule P-12(a) is part of the software package, Section 41103 carriers can use the same software program for filing their Schedule P-12(a) report.  As for the reporting of nonstop segment and on-flight market data, we will, in the near future, distribute to each affected air carrier an updated version of the T-100 software program and accompanying instructions.

The last section of this directive contains a list of OAI contacts who can address any questions that may arise regarding the reporting of fuel consumption data on Schedule P-12(a) and traffic data on Schedule T-100.  

Part 298 - Small Certificated & Commuter Air Carriers

The final rule eliminates the reporting requirements for Form 298-C Schedules A-1, E-1, and T-1, which were used to collect flight and traffic statistics.  Replacing these schedules is a requirement that small certificated and commuter air carriers will, effective with the data reported for operations in October 2002, begin filing Schedule T-100 nonstop segment and on-flight market data.

The reporting instructions for Schedule T-100 are contained in the enclosed final rule.  In order to facilitate the transition to the T-100 system of reporting, OAI plans to conduct a series of T-100 training seminars around the country.  We strongly urge carriers to take advantage of this opportunity to become familiar with the T-100 reporting requirements as well as the T-100 computer software program that OAI will be distributing in the near future to each small certificated and commuter air carrier.  We have enclosed a copy of the notice that provides the details for the upcoming T-100 reporting seminars.
