In the aftermath of the
September 11, 2001, terrorist attacks in New York City and Washington, D.C.,
the U.S. Congress and the Secretary of Transportation have been carefully
monitoring the continuing financial condition of the U.S. air transportation
industry. During this time, Congress enacted and the Department of Transportation
is in the process of administering the provisions of the Air Transportation
Safety and Systems Stabilization Act, which includes direct payments to air
carriers for direct losses that occurred as a result of the September 11th
attacks.
As the March 31, 2002,
deadline approaches for large certificated air carriers to submit their fourth
quarter 2001 Form 41 financial "B" and "P" schedules, the purpose of this
directive is to emphasize that it is critically important that the Department
receive each carrier’s required reports on or before their due date.
We realize that some
accounting adjustments affecting the fourth quarter 2001 reports may occur that
are not finalized until after March 31, 2002. Given the Department’s urgent
need for access to air carrier’s financial reports, we are asking air carriers
not to delay submitting their fourth quarter 2001 reports pending the
resolution of any anticipated accounting adjustments that would not be resolved
until sometime after March 31st. In these circumstances, we ask
that the affected air carrier submit its financial schedules by the due date
and, if necessary, submit any revised schedules to reflect any material post
March 31st accounting adjustments.
