Reporting Reissued Tickets in the Passenger Origin-destination Survey Report

The Office of Airline Information reiterates the instructions for handling reissued
tickets for processing the Passenger Origin-Destination Survey Report (Survey).
Reissued Tickets
As stated in Appendix A to 14 CFR 241.19-7, no adjustment is made in the survey for
alterations or changes in the trip itinerary subsequent to the stage covered by the
reportable coupon (see Subsection B "Selection of Reportable Flight Coupons"
of Appendix A Section V "Selection of Sample and Recording of Data").
Conversely, any changes in an itinerary made before the first reportable flight segment
are reflected in the carrier's Survey submission.
Honored Tickets
There are instances where a reporting carrier may honor the ticket of another carrier
(noncode-share partner) before the first segment of the ticket is used, and transport
the passenger without reissuing the ticket. In these cases, the reporting carrier
should treat the ticket as if it had actually been reissued and report it accordingly.
If the reporting carrier reported the air carrier code of the original carrier, it
would appear that there is a code-share relationship between the ticketed and
operating carrier when, in fact, there is none.
Examples:
Reissued Tickets
Passenger has AA ticket for BOS-MIA-BOS. After arriving in Miami passenger has the
return portion of the ticket reissued to fly to Washington, DC on UA.
Since you make no adjustments in the Survey for alterations or changes in the trip
itinerary subsequent to the stage covered by the reportable coupon, you would report
two city pairs: BOS-MIA and MIA-BOS with AA as the operating and ticketed carrier.
Honored Tickets
Passenger has AA ticket for BOS-MIA-BOS. The flight is canceled. The passenger goes
to UA and the carrier accommodates the passenger on its BOS-FLL flight without
reissuing a ticket. You would report the data as if the ticket was reissued: BOS-FLL
and FLL-BOS with UA as the operating and ticketed carrier.
