Policy No. 307

EMPLOYMENT OF RELATIVES

POLICY

In order to preserve and enhance the highest standards of integrity and to avoid any real or apparent conflict of interest situations at the National Cancer Institute-Frederick (NCI-Frederick), offers of contract employment to relatives of contractor and government employees in senior management, scientific or officer level positions will require the approval of the contractor Principal Investigator or designee. Contractors will not employ individuals to work under the direct or extended supervision of relatives.

DEFINITION

For purposes of this policy, relative means father, mother, son, daughter, brother, sister, grandparent, grandchild, uncle, aunt, first cousin, nephew, niece, husband, wife, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, sister-in-law, stepfather, stepmother, stepson, stepdaughter, stepbrother, stepsister, half brother, or half sister.

PROCEDURE

All offers for the employment of a relative of a contractor or government employee in a senior management, scientific or officer level position shall be submitted from the contractor program representative through the contractor Human Resources department for review and approval by the contractor Principal Investigator or designee. The request is to be made in writing and include the name of the proposed individual, position, work location, intended supervisor, and relative(s) name with organizational affiliation.

Should a marriage occur between employees that results in a conflict with this policy, appropriate reassignments will be made.
