Deputy Secretary of Commerce David A. Sampson delivered opening remarks to kick off a two-day policy reform workshop on the use of economic or other incentives in order to increase the efficiency of spectrum use. The workshop participants addresses incentives that apply both to federal government as well as non-government spectrum users.
