government to clear the regulatory hurdles that stand in the way of
broadband deployment. The Commission's action today creates the
regulatory certainty necessary to speed the deployment of broadband to
millions of Americans living in apartment buildings, and brings us
closer to meeting the President's goal of universal and affordable
