Executive Leadership Seminar (ELS)

(replaces PME course for NWS employees)

Course Number: ELS01

Course Length: 9 working days (Click for Schedule) Agenda specifics will be provided to participants in a selection letter and welcome packet.

Intended Audience: This course is for management members of NWS field offices, and regional and national headquarters in grades GS 13-15 who are not part of the bargaining unit. All should be supervisors, team leaders, or have significant responsibility for guiding and directing the work of others. Employees from other NOAA line offices and other federal agencies meeting criteria equivalent to the NWS criteria are also eligible to attend

This seminar is open to all federal agencies. For increased networking and diversity of experience, ideas, and methods, there will be 20-30 slots available in each session for non-NWS applicants who are 1st or 2nd line supervisors, or team leaders guiding and directing the work of others who meet the grade criteria above. (GS 12's with appropriate supervisory span of responsibility may be considered on an exception basis.)

How to apply:

Tuition: $1,000 for all non-NWS participants.

Course content: This seminar is a leader development experience and is not a technical personnel/supervisory course. It covers a variety of leadership topics that apply to all agencies and missions including:

• Communication
• Change
• Values
• Leadership roles and responsibilities
• Stress and wellness
• Ethical decision making
• How to increase personal and organizational effectiveness.

Overall Course Goals:

• Develop leaders of character and competence
• Create an integrated strategy for personal and organizational effectiveness

  • Understand distinctions between leadership and management (functions and responsibilities)
  • Understand leadership actions that earn followers and result in high performance
  • Understand storytelling skills as a leadership tool
  • Increase understanding of listening as a communication and leadership competency
  • Increase the ability to align intellect and character in perception, judgement, and decison making
  • Expand and apply observation skills
  • Understand physiological stress responses and how they impact decision-making, relationships, and performance

  Management and Supervision

  Course Number: MGT05

  Intended Audience: The course is for all new supervisors or, on a space available basis, potential supervisors who are currently members of management, and not part of the bargainning unit. In the National Weather Service that includes MICs, HICs, WCMs, SCHs, SOOs, ESAs, DOHs, regional and headquarters managers, and regional and headquarters personnel who are not part of the bargainning unit. First priority for filling slots will be given to new supervisors regardless of regional slot allocations. The course provides management and leadership concepts that meet the 80-hour requirements of NOAA Administrative Order 202-411, NOAA Leadership Training Program.

  This course is open to all federal agencies. For increased networking and diversity of experience, ideas, and methods, there are 8 slots available in each session for non-NWS applicants who meet the intended audience criteria.

  Course Goal: To provide a foundation of knowledge and skills for new supervisors to successfully manage the people and operations of a federal agency.

  How to Apply: NWS employees: Apply through your immediate supervisor who will contact the appropriate divisional, regional, or headquarter managers who make training assignments. All other applicants: contact Sondra "Sky" Young-Wick at sondra.young-wick@noaa.gov

  Tuition: $500.00 for non-NWS applicants

  Field Operations Management

  Intended Audience: Shift supervisors and office personnel that manage an office or operation in the absence of the permanent supervisor. In the National Weather Service that includes Lead Forecasters, WCMs, SCHs, SOOs, ESAs, DOHs, Senior Hydrologists, and regional and headquarters personnel. This course is designed for bargainning unit employees and may also be attended by non-bargaining unit employees.

  This course is open to all federal agencies. For increased networking and diversity of experience, ideas, and methods, there are 4 slots available in each session for non-NWS applicants who meet the intended audience criteria.

  Course Goal: To provide knowledge and skills necessary to manage an office operation or shift.

  How to Apply: NWS employees: Apply through your immediate supervisor who will contact the appropriate divisional, regional, or headquarter managers who make training assignments. All other applicants: contact Sondra "Sky" Young-Wick at sondra.young-wick@noaa.gov

  Tuition: $250.00 for non-NWS applicants

  Course objectives:

  NOAA Leadership Training Program

  The NOAA Leadership Training Program (described in NOAA Administrative Order 202-411) establishes minimum standards for training new supervisors. The basic component of this program consists of two 40-hour segments and is mandatory for new supervisors. The first 40-hour segment must be taken within the first six months of assuming a supervisory position and must be done as a residence course. Each component is outlined below:

  First 40 hours, Basic Supervision

  This segment must cover the following subjects:

  The transition to supervision
  The supervisor's role and responsibilities for human resources management
  Employee relations and labor relations
  Delegation
  Motivation
  Administrative responsibilities
  Leadership skills
  Conflict management
  Diversity
  The NOAA Strategic Plan (available on the NOAA Home Page)
  The NOAA budget process (available from the NOAA Comptroller's office)

  Second 40 hours, Supervisory/Managerial Programs

  The requirements are less rigid for the second 40 hours, but residence training of at least 8 hours duration is still required for each training session. Students may select from a wide range of topics, applicability is entirely at the discretion of the student. Some suggested topics are listed below:

  The NWSTC schedules management courses each fiscal year. These courses are designed to provide new supervisors and the WFO management team with skills in management, supervision, and leadership, all within the team environment. New supervisors who successfully complete the Management and Supervision Course satisfy all requirements for the basic component for the NOAA Leadership Training Program. Students are also encouraged to take individual training courses and seminars to further enhance personal management skills.
