Dear Reader,

This letter represents the Ochoco National Forest’s and Crooked River National Grassland’s Monitoring Reports for Fiscal Year 2004 (Oct. 1-Sept. 30). The reports reflect two types of monitoring. Implementation monitoring verifies consistency with direction in the Ochoco National Forest and Crooked River National Grassland Land and Resource Management Plan (our Forest Plan). Effectiveness monitoring evaluates the effects of Forest Plan implementation activities.

The Implementation Monitoring Resource Output and Activity Summary Tables include outputs and activities for Fiscal Years 1999, 2000, 2001, 2002, 2003, and 2004. The monitoring articles, along with the monitoring findings and conclusions from our monitoring efforts over the past fifteen years, provide an overview of the types of monitoring we are engaged in, and the condition and trend of the resources.
