Dear Reader,

This letter and enclosures represent the Deschutes Forest's Monitoring Report for Fiscal Year 2002 (October 1, 2001 - September 30, 2002). The report reflects two types of monitoring. Implementation monitoring verifies consistency with direction in our Forest Plan, and effectiveness monitoring evaluates the effects of implementation activities.

The Implementation Monitoring Resource Output and Activity Summary Table (Summary Table) includes ten years of reporting and a ten year average column so trends of Forest activities are more apparent. Projected outputs in the Forest Plan are still displayed, but the comparison of annual outputs to those projected in the Forest Plan are not as useful as establishing trends that indicate where we are headed. New science, national and regional direction, budgets, data gathering methods, and other influences are continually evolving and adding to the Forest Plan. We will begin revising the Forest Plan in a few years and information we gain from studying trends and effects will influence the process.

The effectiveness monitoring narratives include ongoing monitoring activities from previous reports, and several new activities. Wildlife information that used to appear in the Summary Table is now reported in the effectiveness section.
