The Role for Communities

Regional/local public-private collaboration is essential to the success of the Value-driven Health Care Initiative.  At its core, health care is delivered locally.  It is provided in a diverse range of environments that differ in their history, resources, populations served, market characteristics, and medical cultures.  Because of this diversity, the most effective steps to achieving lasting improvements in health care require a critical mass of support from community stakeholders – including purchasers, health plans, providers, and consumers – investing their time and resources toward shared, meaningful, actionable goals. 

Local and regional collaboratives have the opportunity to be at the cutting edge in improving quality and value in health care.  HHS is developing a nationwide system and network of collaboratives to foster and encourage their growth.  Those early in the development process have the opportunity to be recognized as Community Leaders.  More advanced Community Leaders may become Chartered Value Exchanges and access a national Learning Network.  Chartered Value Exchanges that meet additional criteria may qualify to pool their data with Medicare data for broadest-based measurement of provider performance and quality outcomes.  By working to achieve the four cornerstones of value-driven health care in their communities, these collaboratives will chart the course to transform health care at the local level through quality improvement and reporting.
