Commandant of the United States Marine Corps

General James T. Conway, the 34th Commandant of the United States Marine Corps serves as the Department of Defense Non-Lethal Weapons Executive Agent. The Joint Non-Lethal Weapons Directorate serves as the Non-Lethal Weapons Executive Agents’ day-to-day management office.

Joint Non-Lethal Weapons Integrated Product Team (JIPT)

The Executive Agent is advised by a group of General officers representing each of the Services, Special Operations Command, and the United States Coast Guard. Chaired by the Deputy Commandant of the Marine Corps for Plans, Policies, and Operations, this JIPT brings the views of their respective organizations to DoD NLW efforts. They review and recommend approval of the proposed DoD NLW budget each year, ensuring there are no duplications of efforts among the Services. They are the panel that also arbitrates any Service concerns.

Joint Coordination and Integrated Group (JCIG)

The JCIG consists of O-6 level representatives of the JIPT members. They work closely with the Joint Non-Lethal Weapons Directorate. The JCIG provides Service monitoring of the execution of the DoD NLW program. It reviews current programs and recommends beginning new programs or termination of unsuccessful efforts. In coordination with the Joint Non-Lethal Weapons Directorate, it constructs a proposed budget for each year’s efforts for review by the JIPT.

Joint Non-Lethal Weapons Directorate (JNLWD)

The Joint Non-Lethal Weapons Directorate (JNLWD), located at Marine Corps Base Quantico, VA, operates under the leadership of Colonel Kirk W. Hymes The JNLWD is responsible for the management of the Joint Non-Lethal Weapons Program and serves as the focal point for technical and programmatic guidance of current and projected NLW technologies. The JNLWD provides programmatic recommendations and facilitates NLW requirements by ensuring that funding supports the NLW systems that the DoD or combatant commands have identified as needs.

Distant Aiming Point

The Joint Non-Lethal Weapons Directorate (JNLWD) was established by the Executive Agent to serve as the focal point for matters pertaining to NLWs. The NLW Joint Integrated Product Team (JIPT) members signed a Memorandum of Agreement (MOA) delineating roles, responsibilities, and authority under the Executive Agent in order to meet Under Secretary of Defense (USD) for Acquisition, Technology, and Logistics requirements for an integrated NLW program. The MOA establishes and provides the charter for the JIPT, the Joint Coordination and Integration Group, and the Joint Non-Lethal Weapons Directorate.

The JNLWD is also the DoD NLW liaison to foreign entities on matters of mutual interest concerning NLWs, and it serves as the EA’s representative to a wide range of audiences including Combatant Commanders, the Joint Staff, Services, DoD and government agencies, academia, commercial vendors, and senior government and political officials.

The JNLWD combines military and civilian personnel tasked to implement and maintain an aggressive, energetic, and forward-thinking NLW program. The JNLWD provides programmatic recommendations and facilitates the stimulation of NLW requirements while ensuring funding efficiencies are in place.
