NCVHS Subcommittee on Standards and Security

Charge

The Subcommittee will monitor and make recommendations to the full Committee on health data standards and security, primarily related to implementation of the Administrative Simplification provisions of P.L. 104-191 and other related legislation.

Specifically, the Subcommittee will:

  1. Identify opportunities and issues in health data standards and security for full Committee attention.
  2. Through a variety of mechanisms, provide outreach, liaison, and consultation with and serve as a forum for
    • consumer groups,
    • the health industry,
    • standards development organizations,
    • the research community, and
    • state and local governments
    on health data standards and security.
  3. Advise the full Committee on strategies -- including public information, educational efforts, research, and development -- to promote a continuing process of developing and implementing standards.
  4. Based upon consultation and analysis, make recommendations to the full Committee on the implementation of the provisions relating to health data standards outlined in P.L. 104-191, with special attention to the standards relating to:
    • administrative transactions and electronic data interchange standards;
    • unique health identifiers for plans, providers, employers, and individuals;
    • code sets and classification systems;
    • security and electronic signatures; and
    • uniform data standards for patient medical record information and the electronic exchange of such information, including computer-based medical record systems.
  5. Consider the implications of and make recommendations to the full Committee on the impact of standards for electronic transactions, identifiers, and security on various players in the health care system, including large and small providers; large and small health plans; employers; individuals; and Federal, state, and local governments.
  6. Produce recommendations for the full Committee's annual report to Congress on the implementation of Administrative Simplification.
