Secretary Mike Leavitt uses a 500-Day Plan as a management tool to guide his energies in fulfilling the President's vision of a healthier and more hopeful America. The plan details his goals to transform the health care system, modernize Medicare and Medicaid, advance medical research, secure the homeland, protect life, family and human dignity, and improve the human condition around the world.

March 19, 2008 – Secretary Leavitt issues his Fifth Pandemic Update (PDF - 2.67 MB)

"We have come a long way since November 2005, when President Bush mobilized the nation to prepare for an influenza pandemic. HHS continues to play a prominent role in pandemic preparedness, giving highest priority to those tasks that it is best positioned or uniquely able to undertake."

July 19, 2007 – Secretary Leavitt issues his Fourth Update Report (PDF - 935.61 KB)

Over the past year State, local, tribal, and territorial governments along with people from all walks of life began to share responsibility for pandemic planning. Thanks to thousands of dedicated political and health care leaders, employers, school leaders, the media, individuals, and families, we can now mobilize a more effective response to a pandemic than we could a year ago.

November 14, 2006 - Secretary Leavitt issues his Third Update Report (PDF) on Pandemic Planning.

"A year ago, few Americans had heard of avian flu. Today, awareness is high. There has been a deluge of news reports, and we've had not one, but two made-for-TV bird flu movies. This past year, a nearly forgotten word, pandemic, re-entered our vocabulary. And then the media moved on."

June 29, 2006 - Secretary Leavitt issues his Second Update Report (PDF) on Pandemic Planning.

"While we have accomplished much in a short period of time, the race we are in is not a sprint, but a marathon. In June, Congress passed the President’s FY 2007 emergency funding request of $2.3 billion to help achieve our pandemic preparedness goals. These funds, the second installment of the President’s request, will allow us to continue the essential work outlined here."

March 13, 2006 - Secretary Leavitt issues his Update Report (PDF) on Pandemic Planning.

"President Bush asked Congress for $7.1 billion to fund preparations, and in December 2005 Congress appropriated $3.8 billion to help the Nation prepare. Of that, $3.3 billion was allocated to HHS. This report outlines how that funding is being used to help achieve HHS’s five primary objectives."

Medicare Prescription Drug Benefit

June 14, 2006 - Secretary Leavitt Issues his final Progress Report IV (PDF) on the Medicare Prescription Drug Benefit.

"The challenge has been met, and today, for over 38 million Americans – 90 percent of people with medicare – the promise is being fulfilled, day in and day out, prescription by prescription."

February 22, 2006 - Secretary Leavitt Issues his Progress Report II (PDF) on the Medicare Prescription Drug Benefit.

"We are now at the 53rd day since implementation of Medicare prescription drug coverage. After reviewing the numbers and experiences to date, I can report that we are seeing solid progress. But we are not done. We continue to work aggressively to solve the problems that inevitably occur in transitions this size."

500 Day Plan

Virginia Tech Report

The President directed top officials at the Departments of Education, Justice, and Health and Human Services to participate in a federal review of the broad questions raised by the shooting tragedy at Virginia Tech.  HHS Secretary Mike Leavitt led the effort to report back to the President with recommendations about helping to avoid such tragedies.


 Import Safety Reports

July 1, 2008 - Secretary Leavitt presented Import Safety – Action Plan Update which outlines steps taken by the federal government, private sector and international partners to bolster import safety. Since the release of the Action Plan, strong enforcement actions, signed agreements with key trading partners, bilateral and multilateral discussions, shared critical information on safety and best practices and a process begun to improve safety practices both inside and outside of government. A detailed Action Plan Appendix provides further detail on the progress.

November 06, 2007 - Secretary Leavitt delivers the Action Plan for Import Safety to President Bush. The Action Plan identifies specific short- and long-term recommendations to better protect consumers and enhance the safety of the increasing volume of imports entering the United States.

“This Action Plan provides a roadmap that ensures the benefits of the global economy and improves the safety of imported products. Progress will require that we work collaboratively, partner with the importing community and state and local governments, and reach out to foreign producers, exporters and governments.”

September 10, 2007 - Secretary Leavitt presents Protecting American Consumers Every Step of the Way: A strategic framework for continual improvement in import safety.

HHS Secretary Mike Leavitt, Working Group Chair, reported that for American consumers to continue to enjoy the highest levels of food and product safety, our import safety strategy needs to shift from the current point-of-entry intervention model to a prevention with verification model that addresses product safety at every step of the producer to consumer import cycle. The Report recommends six building blocks and promises a follow-up action plan.
