DOE's overarching mission is to advance the
national, economic, and energy security of the United
States; to promote scientific and technological innovation
in support of that mission; and to ensure the environmental
cleanup of the national nuclear weapons complex. The
Department's strategic goals to achieve the mission are
designed to deliver results along five strategic themes:
Energy Security, Nuclear Security, Scientific Discovery and
Innovation, Environmental Responsibility, Management
Excellence: Enabling the mission through sound management.
These various missions are managed by Program
Offices at DOE.
DOE
EPSCoR supports these missions through fundamental research
across all Program Offices: Office of Civilian Radioactive
Waste Management, Office of Electricity Delivery and Energy
Reliability, Office of Energy Efficiency & Renewable Energy,
Office of
Environmental Management,
Office of
Fossil Energy,
Office of
Legacy Management, Office of Nuclear Energy,
and the Office
of Science.

Grant
applications submitted to the EPSCoR Program must be
submitted through the Office of Science Grants and Contract
Division. This is a competitive process and applications
will be subjected to merit (peer)
review. From time to time, separate competitive
solicitation notices may be issued for the EPSCoR Program
other than the annual Implementation and EPSCoR-State/National
Laboratory Partnership Grants. In this case, follow the
instructions in the solicitation notice. Colleges and
universities, non-profit organizations, for-profit
commercial organizations, state and local governments, and
unaffiliated individuals may submit grant applications in
response to the grant solicitation notices.
Chicago Office.

The Chicago Office is a field office of the Office
of Science (SC), U.S. Department of Energy (DOE). As
part of the DOE Office of Science, the Chicago Office is a
key component of an Integrated Support Center that provides
business, technical and administrative services to
Headquarters and the SC Site Offices overseeing ten national
laboratories, as well as other DOE programs and other
Federal agencies. The Chicago Office supports the DOE
EPSCoR Program Office through SC.
All
responsibility for the negotiation and other administrative
aspects of an EPSCoR grant resides in the Chicago Office while the review and evaluation of the
technical and scientific aspect of the work remains in the EPSCoR
Program Office at the Office of Basic Energy Sciences
(BES).

The United States
Congress funds EPSCoR in the Department of Energy and other
government agencies in U.S. States and other jurisdictions
that have historically received lesser amounts of federal
R&D funding and have demonstrated a commitment to develop
their research bases and to improve the quality of science
and engineering research conducted at their universities and
colleges. Twenty-four states, the Commonwealth of Puerto
Rico, and the Virgin Islands currently participate in the
DOE program.
