1992Department of Veterans Affairs Appropriations Act102-139In response to claims that the Medicaid rebate program caused drug price increases to other Federal purchasers, the Department of Veterans Affairs Appropriations Act, enacted on October 28, 1991, provides that prices for drugs paid by or in contracts administered by DVA could not be used in the Medicaid drug rebate calculation from October 28, 1991 through June 30, 1992.
1983Social Security Amendments of 198398-21On April 20, 1983, President Reagan signed into law H.R. 1900, the Social Security Amendments of 1983. The legislation includes the establishment of a prospective payment system for hospitals.
1985Consolidated Omnibus Budget Reconciliation Act of 198599-272On April 7, 1986 the President signed into law H.R. 3128, the Consolidated Omnibus Budget Reconciliation Act of 1985, which is a bill to make changes in spending and revenue provisions for purposes of deficit reduction and program improvement, consistent with the budget process.
1993Omnibus Budget Reconciliation Act of 1993103-66On August 10, 1993, the President signed into law, the Omnibus Budget Reconciliation Act of 1993, Public Law 103-66, which provides for reconciliation pursuant to section 7 of the concurrent resolution on the budget for fiscal year 1994.
1981Omnibus Budget Reconciliation Act of 198197-35On August 13, 1981, the President signed into law H.R. 3982, the “Omnibus Budget Reconciliation Act of 1981.” This law includes many provisions affecting the Medicare, Medicaid, and PSRO programs.
1994Social Security Independence and Program Improvements Act of 1994103-296On August 15, 1994, the President signed into law H.R. 4277, the Social Security Independence and Program Improvements Act of 1994. The law establishes the Social Security Administration as an independent agency and makes program improvements to the Old-Age, Survivors, and Disability Insurance and Supplemental Security Income programs (including benefits to individuals disabled by drug addiction and alcoholism).
1997Balanced Budget Act of 1997105-33On August 5, 1997, the President signed into law H.R. 2015, the Balanced Budget Act of 1997. The law makes numerous changes to various titles of the Social Security Act, as well as creating a new Tittle XXI, the State Children's Health Insurance Program. This summary describes only those changes that may relate to the Medicare, Medicaid or State Children's Health Insurance Program.
1991Medicaid Voluntary Contribution and Provider-Specific Tax Amendments of 1991102-234On December 12, 1991, the President signed into law H.R. 3595, the Medicaid Voluntary Contribution and Provider-specific Tax Amendment of 1991, which is an Act to provide for a moratorium on the issuance of final regulations and on the use of donations and provider-specific taxes by States to receive Federal matching funds under Medicaid.
1989Medicare Catastrophic Coverage Repeal Act of 1989101-234On December 13, 1989, the President signed into law H.R. 3607, the Medicare Catastrophic Coverage Repeal Act of 1989, which repealed the major expansions of the Medicare program enacted the previous year in the Medicare Catastrophic Coverage Act of 1988.
1989Omnibus Budget Reconciliation Act of 1989101-239On December 19, 1989, the President signed into law H.R. 3299, the Omnibus Budget Reconciliation Act of 1989, to provide for reconciliation pursuant to section 5 of the concurrent resolution on the budget for the fiscal year 1990.
