1980Medicare Coverage of Pneumococcal Vaccine Administration96-611On December 28, 1980, the President signed into law a bill to amend title XVIII of the Social Security Act to provide for Medicare coverage of the pneumococcal vaccine and its administration and to limit SSI and Medicaid eligibility for those who dispose of assets at less than fair market value.
1980Mental Health Systems Act of 198096-398On October 7, 1980, President Carter signed into law the Mental Health Systems Act. Title IX of the Act requires most States to provide approved mechanized claims processing and information retrieval systems in order to receive full payment for administrative costs under Medicaid.
1980Omnibus Reconciliation Act of 198096-499On December 5, 1980, the President signed into law the Omnibus Reconciliation Act of 1980, which at the time was the most significant Medicare and Medicaid legislation since 1972.
1980Social Security Disability Amendments of 198096-265On June 9, 1980, the President signed into law H.R. 3236, the Social Security Disability Amendments of 1980. The provisions which relate to the Medicare and Medicaid programs focus on three major areas, including the establishment of a voluntary certification program for Medicare supplemental health insurance policies, amendments related to disability benefits under Medicare and Medicaid, and expanded authority for demonstration projects.
1981Omnibus Budget Reconciliation Act of 198197-35On August 13, 1981, the President signed into law H.R. 3982, the “Omnibus Budget Reconciliation Act of 1981.” This law includes many provisions affecting the Medicare, Medicaid, and PSRO programs.
1982Technical Corrections Act of 198297-448The Technical Corrections Act of 1982, enacted January 12, 1983, makes a number of technical and minor policy changes to recent tax legislation. Among the changes related to HCFA are clarification of the definition of Medicare-qualified Federal employment, revision of the basis for calculating Federal Medicaid payments under the 1981 OBRA growth targets, and directions to the Secretary to disregard PSRO evaluations for two quarters of FY 1982.
1982Virgin Islands Tax Reduction Act97-455The Virgin Islands Tax Reduction Act, enacted January 12, 1983, contains amendments pertaining to continuing disability investigations, including two provisions affecting Medicare.
1982Tax Equity and Fiscal Responsibility Act of 198297-248On September 3, 1982, the President signed into law H.R. 4961, the Tax Equity and Fiscal Responsibility Act of 1982. This new public law includes many provisions affecting the Medicare, Medicaid, and PSRO programs.
1983Social Security Amendments of 198398-21On April 20, 1983, President Reagan signed into law H.R. 1900, the Social Security Amendments of 1983. The legislation includes the establishment of a prospective payment system for hospitals.
1983Orphan Drug Act97-14The Orphan Drug Act, H.R. 5238, is a law that facilitates the development of drugs for rare diseases and conditions. It also has a number of provisions that affect home health services.
