State Multi-Hazard Mitigation Planning Guidance (a.k.a. Mitigation Planning "Blue Book"
To help States better understand the Mitigation Planning rule under 44 CFR Part 201, FEMA has prepared this document with two major objectives. First, the "Blue Book" is designed to help Federal reviewers evaluate mitigation plans from States in a fair and consistent manner. Second, the "Blue Book" is intended to help States develop new mitigation plans or modify existing ones in accordance with the requirements of the regulation.
